About this opportunity
The West Virginia Division of Corrections and Rehabilitation is requesting quotations for perimeter security fence and gate operators installation at Donald R. Kuhn Juvenile Center in Julian, West Virginia, under ARFQ 0608 DCR2600000044, with bids due June 22, 2026 at 10:30 a.m. EST and mandatory pre-bid meeting on June 8, 2026 at 10:00 a.m. EST. Attendance at the pre-bid meeting is required; failure to attend results in bid disqualification.
The scope includes installing thirty-inch super maze razor wire on existing perimeter security fences, constructing a new twelve-foot-high inner security fence with mini-mesh no-climb fencing around the wastewater treatment plant, installing two vehicle sallyport gates, and replacing existing gate operators with new ones. Contractors must use approximately 375 feet of previously removed thirty-inch super maze razor wire where available. Work must be completed within sixty calendar days from notice to proceed.
Bidders must submit a five percent bid bond with their proposal. Upon award, the successful vendor must provide proof of a valid West Virginia Contractors License; commercial general liability insurance and automobile liability insurance each at a minimum of one million dollars per occurrence; and performance, labor/material payment, and two-year maintenance bonds (the latter if roofing work is impacted), all at one hundred percent of contract value. Vendors must comply with West Virginia Code drug-free workplace requirements and submit a drug-free workplace affidavit with their bid.
The contract carries a local labor market hiring requirement: at least seventy-five percent of employees must be sourced from the local labor market unless workforce waivers are obtained. Pricing must be firm for the contract term. Written questions are due June 15, 2026 at 2:00 p.m. EST. Philip K Farley (buyer) is the point of contact at (304) 549-1050 or philip.k.farley@wv.gov.
