About this opportunity

Okaloosa Gas District is requesting proposals for professional land surveying services for the 26-016 Perdido Natural Gas Pipeline Project in Escambia County, Florida under RFP-SC-OP2026-01, with proposals due May 20, 2026 at 4:00 p.m. CST via BidNet Direct.

The scope encompasses approximately 3 miles of new 4-inch diameter, 550 psig natural gas pipeline from the Escambia County Landfill to the District's system along W. Kingfield Road. Work is structured around five lump-sum milestones: preliminary route survey with centerline and topographic data collection within a 50-foot corridor; boundary and right-of-way surveys including metes and bounds descriptions and easement plats; topographic survey with 1-foot contour intervals and engineering design support; utility coordination including Subsurface Utility Engineering (SUE) at Quality Levels A and B; and construction staking for clearing, pipeline centerline, easement limits, and horizontal directional drilling crossings. All work must be performed and sealed by a Florida Licensed Professional Surveyor and Mapper under Florida Statutes Chapter 472, with accuracy standards of 0.05 feet horizontal and vertical control at the 95% confidence level.

The contract is an open-ended agreement commencing June 8, 2026 and expiring September 30, 2027 or upon completion of all services, whichever occurs first. Compensation is structured on a lump-sum basis per milestone with unit prices proposed by bidders; the District will pay 100% of completed work as reflected in monthly statements, subject to District approval. The District may assess liquidated damages of $500 per calendar day for milestone delays beyond the approved schedule, excluding excusable delays. Performance and payment bonds may be required at 100% of total contract amount.

Evaluation weighs price/cost proposal (45%), experience and qualifications (20%), past performance and references (15%), work plan and staffing approach (10%), and safety compliance and E-Verify documentation (10%). The Surveyor must maintain Commercial General Liability ($1 million per occurrence), Professional Liability ($1 million), Workers' Compensation, and Automobile Liability ($1 million), with the District named as Additional Insured. Questions are due May 8, 2026, with responses by May 12. Award intent will be announced by June 1, 2026.
