About this opportunity
Escambia County Waste Services is requesting bids for annual maintenance and repair of truck scales at the Perdido Landfill and Palafox Transfer Station under ITB #PD 25-26.092, with bids due July 22, 2026 at 1:00 p.m. and a question deadline of July 15, 2026. The vendor must maintain a physical office, branch, or service facility within a 300-mile radius of 13009 Beulah Road, Pensacola, Florida, and provide on-site emergency response within 4 to 6 hours of service requests — a binding geographic and responsiveness requirement.
The scope includes inspection, calibration, maintenance, and repair of truck scales in compliance with Florida Weights and Measures Law and NIST Handbook 44. The Perdido Landfill operates three Fairbanks Scales models (PLT-6010-409, PLT-6010-408, and PLT-6010-HVB09) with 24 load cells and 12 controllers; the Palafox Transfer Station operates two Rice Lake Survivor scales with 14 load cells and 7 controllers. Preventive maintenance is required three times annually in January, May, and September, encompassing inspections, calibrations, greasing, load cell cleaning, corrosion treatment, and battery replacements. Pricing submission requires lump sum bids with unit costs for scheduled maintenance, emergency repair rates (regular, overtime, and holiday), calibration services, battery replacements, and truck mileage charges itemized separately.
The contract term is 36 months with options to renew for two additional 12-month periods, up to a maximum of 60 months, contingent upon mutual agreement and Board of County Commissioners approval. The contractor must be licensed under Florida Statutes Chapter 489 and carry minimum insurance of $1 million general liability per occurrence / $2 million annual aggregate, $1 million business auto liability, and statutory workers' compensation. Bids must be submitted electronically through the county's e-procurement portal at https://secure.procurenow.com/portal/escambiacountyfl. Required submittals include proof of Florida corporation authority, current business tax receipt, W-9, references, certificates of insurance, E-Verify registration, drug-free workplace certification, conflict-of-interest and anti-human trafficking declarations, and scrutinized companies certification.
