Bid pricing is on a unit-price basis for specified line items with separate labor rates for asbestos workers, asbestos supervisors, lead abatement workers, and lead abatement supervisors at straight time, overtime, and double-time rates. All work exceeding $25,000 is subject to Pennsylvania Prevailing Wage Act requirements.

The contract term is one year with two optional two-year renewal periods, providing a maximum five-year duration. Unit prices become contractual rates for the first year and are subject to escalation based on the Consumer Price Index for All Urban Consumers in subsequent years. Performance and payment bonds equal to 100 percent of individual work order amounts exceeding $63,985 and maintenance bonds of 10 percent are required upon contract award. Contractors must comply with Pennsylvania Act 127 E-Verify requirements and Act 149 investment-in-Iran certification. No bid security is required.
