About this opportunity
The University of Texas Health Science Center at San Antonio (UTHSA) is soliciting competitive sealed proposals through a Request for Proposal (RFP 745-26-P21) to procure comprehensive operational and support services for PeerHubTX, a statewide platform serving Peer Specialists and Family Partners across Texas. The selected vendor will be responsible for day-to-day management of the hub, including customer support for Peer Specialists, Family Partners, training entities, supervisors, and employers; coordination of training and supervision pathways; administration of vouchers and scholarships for training, certification, and background checks; maintenance of job postings and employer relationships; technical assistance; analytics and data reporting; and attendance at three to five annual conferences and stakeholder events. Proposers must submit electronically through UTHSA's Procurement Portal by June 15, 2026, at 3:00 PM Central Prevailing Time, with a question deadline of May 27, 2026. The contract will be awarded for an initial one-year term with options for up to four additional one-year renewal periods. Evaluation will be scored on cost (20 points), reputation (30 points), quality of services (20 points), extent to which services meet University needs (20 points), past relationship with University (5 points), and exceptions to terms and conditions (5 points). Required qualifications include maintaining comprehensive insurance coverage (workers' compensation, commercial general liability of $1,000,000 per occurrence, business auto liability of $1,000,000, professional liability of $1,000,000 per claim, and umbrella/excess liability of $2,000,000), obtaining all necessary federal, state, and local approvals and licenses, compliance with extensive state and federal regulations, and demonstrated capability in peer support services and workforce engagement. Proposers must also complete and submit a Policy Driven Adoption for Accessibility (PDAA) assessment, accessibility conformance documentation, and detailed hourly rate sheets for all team members.
Proposers must submit a completed Historically Underutilized Business (HUB) Subcontracting Plan as a mandatory threshold requirement, with failure to submit resulting in disqualification. The RFP indicates that HUB subcontracting opportunities are probable under this procurement. UTHSA retains full ownership of the PeerHubTX website, infrastructure, branding, and all associated data, requiring the selected vendor to integrate with existing technology and maintain compatibility with current systems. Proposers must acknowledge acceptance of all University standard terms and conditions, including those outlined in the Sample Agreement (Appendix Two), or submit a red-lined version identifying specific exceptions at the time of proposal submission; exceptions submitted after the deadline will not be considered, and proposer exceptions may result in disqualification or be evaluated at the University's discretion. UTHSA explicitly does not guarantee any specific amount of compensation, volume, minimum, or maximum services under this RFP or any resulting contract, and all costs related to proposal preparation, demonstrations, conference participation, and attendance must be included in the vendor's proposed budget. Proposals must remain valid for a minimum of 240 days following the submittal deadline, and the University reserves the right to conduct vendor presentations following initial evaluation rounds, request best and final offers, or reject all proposals if deemed in its best interest.
