About this opportunity
The Kentucky Transportation Cabinet (KYTC) Division of Purchases, on behalf of the Division of Traffic Operations, issued Request for Bid (RFB) 605 2100000718 for pedestals and bases components used in traffic control applications. This rebid solicitation seeks bids for aluminum poles with breakaway bases, mounting brackets, post tops, pedestrian detector housings, pole feet, and related hardware organized into two commodity groups. Group 1 includes pedestal poles with breakaway bases (200 units) and pedestal breakaway bases only (25 units), while Group 2 comprises pedestal top mounting brackets in one-way and two-way configurations (70 and 75 units respectively), post tops (35 units), FSA box pole mounted units (30 units), and pole feet with and without conduit hubs (5 units each). Bidders must submit complete bids for all line items within a selected group to be considered for award and must provide unit costs, line totals, and guaranteed delivery timelines in calendar days from receipt of delivery orders. The evaluation will be conducted on a best-value basis with 95 points allocated to price (lowest bidder receives maximum points with subsequent bidders scored proportionally) and 5 points allocated to delivery time. All components must comply with federal Buy America provisions requiring steel and aluminum manufacturing processes to occur in the United States, meet MASH standards for breakaway bases, and utilize FHWA-approved manufacturers. The written question deadline was June 11, 2021, at 4:00 PM, with Commonwealth responses provided by June 15, 2021, at 4:00 PM; bids were due electronically through the Kentucky eProcurement system (Vendor Self Service) by June 22, 2021, at 1:30 PM Eastern Time, with a tentative award date of July 8, 2021.
The resulting master agreement will begin upon award and expire June 30, 2022, with options for four additional one-year renewal periods subject to written approval from both the vendor and KYTC Division of Purchases. Delivery must be F.O.B. Destination Freight Prepaid and Allowed to the KYTC Division of Traffic Operations Transportation Warehouse in Frankfort, Kentucky, with late delivery penalties of 1 percent per day applied unless delays result from factors outside vendor control. Price increases are not permitted during the first 12 months; only one price increase is allowed thereafter if based on industry-wide changes and submitted with 30 days' notice and supporting documentation. Bidders must complete an Annual Affidavit confirming compliance with Kentucky campaign finance laws, current registration with the Kentucky Department of Revenue, and non-delinquency on state taxes and fees, and may claim resident bidder status or qualified bidder status (such as Kentucky Correctional Industries or nonprofits serving individuals with severe disabilities) if applicable with appropriate affidavits. The Commonwealth reserves the right to award to multiple vendors and to extend the contract up to 90 additional days beyond all renewal periods. All contract work is subject to federal provisions including Davis-Bacon prevailing wage requirements and may utilize funding from the Federal Highway Administration's Emergency Relief program, with no specific contract award value disclosed in the solicitation documentation.
