About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bid (RFB) 758 2200000022 on July 12, 2021, for the procurement of pedal boats to be distributed across three state parks: Kingdom Come State Park (6 units), Kincaid Lake State Park (4 units), and Pennyrile Forest State Resort Park (10 units), totaling 20 Paddle Wheeler PW4 pedal boats or approved equivalents. The solicitation specifies pedal boats with blue coloring, gunnel rail molding with vinyl insert, stainless steel fasteners, aluminum paddle wheel and rudder assembly, capacity for four people with a weight limit of approximately 564 pounds, a two-year warranty, approximate dimensions of 3' H x 5'2" W x 10'2" L, and a product weight of approximately 222 pounds per unit. Vendors proposing alternate brands or specifications must submit descriptive literature demonstrating equality to the specified model; failure to provide sufficient documentation may result in a non-responsive bid determination. The solicitation requires bidders to submit all line items and will award the contract to a single vendor on a Group All basis; failure to bid all line items results in deemed non-responsiveness. The closing date for bids was July 26, 2021, at 1:30 p.m. Eastern Time, with vendors' written questions due by July 19, 2021, at 10:00 a.m. Eastern Time. Evaluation will be determined using a best value ranking approach allocating ninety points to price and ten points to delivery time, with the bidder offering the lowest price receiving the maximum ninety points and delivery time scored based on concrete working day specifications; failure to deliver within the contracted delivery date results in a one percent daily deduction from the vendor's invoice. All pricing must include delivery charges to the three designated Kentucky park locations on an F.O.B. Destination Freight Prepaid and Allowed basis, with prices excluding Federal Excise Tax and Kentucky Sales or Use Tax, and all proposed pricing remaining valid for a minimum of sixty calendar days after the bid due date.
Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries receive additional preference points as defined in applicable regulations. Vendors must submit required documentation prior to contract award, including a Kentucky Tax Registration Application (Revenue Form 10A100), Certificate of Authority for foreign entities, required affidavits, and Equal Employment Opportunity (EEO) forms if applicable; an Annual Affidavit addressing campaign finance compliance, disclosure requirements, sales tax registration status, state tax delinquency status, and prohibitions against boycotts of open-trade jurisdictions is mandatory for all entities participating in Kentucky's procurement process. Electronic submission through the Commonwealth's Kentucky Vendor Self Service (VSS) eProcurement system at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService is mandatory; paper bids are not acceptable. Interested parties may direct inquiries to Keith Srutowski at 502-564-7007. No specific budget range or award value is identified in the solicitation documents; however, the contract will serve as an Award Contract for use by the Kentucky Department of Parks. The Finance and Administration Cabinet reserves the right to deem vendors ineligible if they fail to comply with the solicitation provisions and terms and conditions outlined in the bid documents.
