About this file
This file is an instructional guide published by the Commonwealth of Kentucky for vendors responding to online bids through the Kentucky Vendor Self Service (VSS) platform. The document provides step-by-step procedures for accessing the VSS site, locating solicitations, and submitting responses to various procurement types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). Vendors must first create or access an account at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService and navigate to the Business Opportunities section where they can search for open solicitations using keyword searches or advanced filters by category, type, and status. The response process differs slightly based on procurement type, with RFB and RFQ submissions requiring vendors to complete line-item responses including unit pricing and delivery days, while RFP submissions skip this step and proceed directly to submission checklists.
The submission process requires vendors to attach supporting documentation such as bid sheets, catalogs, and affidavits with file sizes limited to 65,000 KB, with options to designate files as either standard or proprietary. The system automatically times out after 30 minutes of inactivity, requiring vendors to save changes frequently to prevent loss of data. Vendors may include discount information or overall comments in Step 4 and must review their complete submission in Step 5 before final submission. The guide also outlines the withdrawal process, which allows vendors to withdraw responses only while the solicitation status remains open. Both Internet Explorer and Google Chrome browsers are supported for file uploads, with instructions provided for each platform.
