About this opportunity

The State of New Hampshire Department of Natural and Cultural Resources is issuing a Request for Bid (RFB) for finish and fixture renovations at Peabody Lodge restrooms located at Cannon Mountain Division of Parks and Recreation in Franconia, New Hampshire. The procurement encompasses selective demolition and installation of new finishes and fixtures in four public restrooms, including downstairs and upstairs men's and women's restrooms with entry vestibules. Deliverables include approximately 825 square feet of porcelain floor tile, approximately 500 square feet of porcelain wall tile wainscot, 13 toilet stalls with compartments, 3 urinal screens, 11 lavatory sinks, 11 faucets, new toilet partitions, lavatory counters, and restroom accessories. Contractors must furnish all labor, materials, equipment, supervision, demolition, disposal, and installation required for complete project delivery with bid prices remaining firm for the entire contract period in US dollars on an F.O.B. Destination basis. All bidders must be registered with the New Hampshire Bureau of Purchase and Property, and corporations or limited liability entities must be registered with the New Hampshire Secretary of State and in good standing; prior to award, vendors must provide a Certificate of Insurance with comprehensive general liability coverage of not less than $1,000,000 per occurrence and $2,000,000 aggregate, along with proof of workers' compensation insurance coverage. Critical deadlines include a mandatory site visit on May 12, 2026, at 2:00 PM EST, a bid question deadline of May 22, 2026, and bid submission deadline of May 26, 2026, at 2:00 PM EST; all work must be completed between 7:00 AM and 4:00 PM with ten-day advance notice required for work schedules.

The RFB does not identify specific set-aside designations or restrictions on organizational types eligible to respond, nor does it reference incumbent vendors or current contractors. Bidders must certify compliance with New Hampshire RSA 21-I:11-c requirements, confirming they have not been convicted of bidding violations, antitrust violations, or debarred from federal or state projects within the past two years, and must attest that prices were established without collusion. Bid prices must remain effective for 180 days from the bid opening date, and all bidders must accept State of New Hampshire terms and conditions without submitting alternative terms. The contract term commences upon Governor and Executive Council approval with a target implementation date of October 1, 2026. The project budget is fixed and may not be exceeded without approval from Cannon Mountain management, though no specific budget range or award value is publicly disclosed in the procurement documents. Submissions should be directed to Jace Wirth at jace.c.wirth@dncr.nh.gov or 603-823-8800 EXT 750.
