About this file
This is an Addendum No. 1 (Bidder Questions and Clarifications) issued by the State of New Hampshire Department of Natural and Cultural Resources for the Cannon Mountain Peabody Lodge Restroom Finish and Fixture Renovations Request for Bid. The addendum clarifies specifications for porcelain floor and wall tile, toilet partitions, lavatory countertops, sinks, faucets, and restroom accessories based on bidder questions submitted during the bid preparation period. For floor tile, bidders must supply commercial-grade porcelain in nominal 12-inch by 24-inch dark gray/charcoal stone-look with matte or textured finish, meeting PEI Class 4 minimum (PEI Class 5 acceptable) and wet DCOF not less than 0.42. Toilet partitions shall be commercial-grade plastic laminate over core in woodgrain appearance with dark hardware, preferably wall-mounted and ceiling-mounted/ceiling-supported where feasible; lavatory countertops shall be dark solid-surface material in commercial quality; lavatory faucets shall be Sloan part number 3362179 or approved equal, electronic sensor-activated and battery-powered; and paper towel dispensers shall be sensor-activated and battery-powered, while soap and toilet tissue dispensers are not required to be sensor-operated. The addendum confirms that at least one men's restroom and one women's restroom must remain available for public use beginning in July, with work proceeding in multiple restroom areas only if this availability is maintained. Regarding code compliance and permits, bidders are not required to include architectural or engineering costs in the base bid; the awarded contractor must provide product data, shop drawings, and normal submittals and remains responsible for code compliance and trade-specific permits directly associated with the work.
The addendum clarifies that existing lavatory faucets must be carefully removed and turned over to the Owner for salvage at other State facilities rather than disposed of by the contractor. Final product selections for tile, partitions, countertops, and accessories require State approval prior to procurement. The responses emphasize that the base bid assumes existing restroom layouts remain in place and that contractors are not required to include full accessibility compliance redesigns; new components shall not reduce existing accessibility and must comply with applicable requirements to the extent compatible with the existing layout. The document does not specify pricing terms, set-asides, incumbent information, or funding amounts, as it functions solely as a clarification instrument addressing technical specifications and installation requirements for the renovation project.

RFB 2026 PEABODY LODGE RESTROOM FINISH AND FIXTURE RENOVATIONS (SUPPLY/INSTALL)
BIDDER QUESTIONS AND CLARIFICATIONS / ADDENDUM NO. 1
Date: May 22, 2026
The following responses are issued to clarify the Request for Bid and apply to all bidders. In the event of a conflict between this addendum and the original RFB, this addendum shall govern. Bidders shall incorporate these clarifications into their bids.
1. Floor and Wall Porcelain Tile
Question: Could the State publish either a minimum PEI abrasion rating and minimum DCOF wet slip-resistance rating, or a basis-of-design make and model for the floor tile and wall wainscot?
Response:
For the base bid, bidders shall carry commercial-grade porcelain tile meeting the following minimum requirements for floor tile:
• For the base bid, bidders shall carry a nominal 12 inch by 24 inch dark gray / charcoal stone-look porcelain floor tile with a matte or textured finish. Polished or semi-polished tile is not acceptable for floor applications.
• Floor tile shall be commercial-grade porcelain suitable for public restroom use. Glazed porcelain floor tile shall be PEI Class 4 minimum; PEI Class 5 is acceptable. Unglazed or through-body porcelain shall be manufacturer-rated for heavy commercial floor use.
• Floor tile shall have wet DCOF not less than 0.42 when tested in accordance with ANSI A326.3 / ANSI A137.1, and shall be manufacturer-recommended for public restroom or interior wet-area floor use.
• Wall tile shall be coordinating commercial-grade porcelain tile in the same general dark gray / charcoal color family.
• Final tile product data, color, and finish shall be submitted to the State for approval prior to procurement.
2. Toilet Partitions - Core and Mounting Style
Question: Could the State publish either a minimum core specification and mounting style, or a basis-of-design make and model?
Response:
• Toilet partitions shall be commercial-grade plastic laminate over core, woodgrain in appearance, with dark hardware/trim where commercially available.
• The State prefers wall-mounted and ceiling-mounted/ceiling-supported partition systems where feasible, subject to existing field conditions, manufacturer requirements, and available structural support.
• Contractor shall include standard manufacturer anchorage, blocking, bracing, supports, coordination, and field fitting required for a complete installation. Major concealed structural reinforcement beyond normal partition installation is not included unless specifically authorized by the State.
• If existing conditions do not allow the preferred mounting approach without substantial concealed structural work, the Contractor shall identify the issue during the bid period and propose an appropriate standard commercial alternate for State review.
• Final partition product data, layout, hardware, and finish shall be submitted to the State for approval prior to procurement.
3. Toilet Partitions - Accessibility Requirements
Question: Are contractors required to bring the existing restroom layouts into full accessibility compliance, or is the accessibility language limited to new partition hardware and related components?
Response:
• The base bid assumes the existing restroom layouts generally remain in place. Contractors are not required to include full restroom layout redesign or reconfiguration.
• New partitions, doors, latches, accessories, and any reset or replaced grab bars shall be installed in a manner that does not reduce existing accessibility and shall comply with applicable accessibility requirements to the extent compatible with the existing layout and scope.
• Any authority-having-jurisdiction-required layout changes or design requirements beyond the finish and fixture scope described in the RFB will be addressed separately by the State.
4. Lavatory Countertops
Question: Could the State indicate which material family is preferred between solid surface and quartz, or publish a basis-of-design make and series?
Response:
• For the base bid, bidders shall carry a dark solid-surface commercial countertop, or approved equal. Quartz is not required under the base bid.
• Countertops shall be durable, commercial quality, dark gray / charcoal / black in appearance, and suitable for public restroom use.
• Final countertop product data, color, and edge detail shall be submitted to the State for approval prior to procurement.
5. Lavatory Sinks and Faucets
Question: Could the State publish a basis-of-design for sinks and faucets and confirm whether sensor, metering, or manual-handle faucets are required?
Response:
• Lavatory sinks shall be new rectangular undermount white lavatory sinks, commercial grade, or approved equal, unless later revised by formal addendum as part of an integrated lavatory/counter system.
• Lavatory faucets shall be Sloan part number 3362179 or approved equal. Approved equal faucets shall be commercial-grade, electronic sensor-activated, battery-powered, and suitable for high-use public restroom applications, and compatible with the selected sink/counter assembly.
• Contractor shall include all required mounting hardware, power supply/battery components supplied with the faucet system, mixing/temperature control components, supply lines, fittings, and plumbing connections required for a complete and operational installation.
• Prior to demolition, Contractor shall carefully remove existing lavatory faucets and turn them over to the Owner for salvage. Existing faucets are intended to be retained by the Owner for potential parts use at other State facilities, including the Notchview and summit buildings. Contractor shall not dispose of existing faucets unless directed by the Owner.
6. Restroom Accessories
Question: Could the State publish a basis-of-design for soap, paper towel, and toilet tissue dispensers and confirm whether sensor-operated dispensers are required?
Response:
• Restroom accessories shall be standard commercial-grade, surface-mounted units unless otherwise approved by the State.
• Sensor-operated soap and toilet tissue dispensers are not required under the base bid.
• Paper towel dispensers shall be sensor-activated, battery-powered, and commercial-grade.
• Final accessory selections shall be submitted to the State for approval prior to procurement.
7. Phasing During Construction
Question: Could the State confirm whether work may proceed in multiple restrooms simultaneously, or whether at least one men's and one women's restroom must remain in service at all times?
Response:
• Beginning in July, at least one men's restroom and one women's restroom set shall remain available for public or operational use unless otherwise approved in writing by the State.
• Contractor shall coordinate sequencing, closures, temporary impacts, and restroom availability with the State prior to commencement of work.
• Work may proceed in multiple restroom areas only if the required men's and women's restroom availability is maintained, unless otherwise authorized by the State in writing.
8. Building Permit / Code Review
Question: Could the State confirm whether the building permit will be issued by the State Fire Marshal's Office, whether plans are required, who provides plans, and whether bidders should include design costs in the base bid?
Response:
• For bidding purposes, bidders shall not include architectural, engineering, or stamped plan preparation costs in the base bid unless specifically required by addendum.
• The awarded Contractor shall provide product data, shop drawings, layout information, and other normal contractor submittals reasonably required to support any permit or code review.
• The Contractor remains responsible for performing the work in compliance with applicable building, fire, accessibility, plumbing, and other code requirements. Any required trade-specific permits, inspections, or licensed trade coordination directly associated with the Contractor's work shall be the Contractor's responsibility unless otherwise directed by the State.
• If an authority having jurisdiction requires signed/sealed drawings or design services beyond normal contractor submittals, the Contractor will work with the State to address that requirement.
