About this opportunity

The Maryland Department of Public Safety and Correctional Services is requesting proposals for audio/video system provision and installation in the Commission Conference room at the Police and Correctional Training Center in Sykesville under a PORFP, with proposals due June 19, 2026 and a mandatory site visit on June 9. This solicitation is limited exclusively to Master Contractors awarded under the PBX IV Telecommunications Equipment and Services Master Contract — a hard eligibility gate.

The scope spans three functional areas: commercial display hardware (two 75-inch and two 65-inch units), presentation systems, AVoIP core controllers and endpoints, control processors with touchscreen panels, PTZ cameras, Dante-based audio systems with soundbars and digital signal processors, a 25-unit discussion/voting system, and infrastructure components including managed network switches and UPS systems; manufacturer's extended warranty and maintenance services for three years; and turnkey time-and-material installation and integration. The system must support in-person meetings, hybrid conferencing, presentations, recording, livestreaming, and both public and closed session operations. All equipment must be new, unused current production models with minimum five-year manufacturer support and three-year warranties. Bidders must provide MSRP screenshots, manufacturer Letters of Authorization confirming authorized reseller status, estimated ship dates, and complete software licensing agreements.

Equipment delivery is required by June 30, 2026, with installation work running July 1, 2026 through June 30, 2029. The State has designated this as a Small Business Reserve with zero percent MBE and VSBE goals. Evaluation criteria are conformance to specifications and price, with award to the most advantageous proposal. Questions are due June 12 at 5:00 p.m. EDT. Proposed pricing must remain valid for at least 120 days from the due date. Invoicing complies with Maryland regulations, with one-time pricing items billed within 30 days of acceptance and annual pricing billed on the anniversary of the first invoice.
