Summary of PORFP Q00B6600125
This is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Department of Public Safety and Correctional Services for audio/visual system equipment, services, and installation at the Police and Correctional Training Center in Crownsville, Maryland. The procurement encompasses three functional areas: FA I (Hardware, Associated Peripherals and Software), FA II (Manufacturer's Extended Warranty and Maintenance Services), and FA III (Time and Material Labor for installation and integration). FA I includes commercial displays (two 75-inch and two 65-inch units), presentation systems, AVoIP core controllers and endpoints, control processors and touchscreen panels, PTZ cameras, Dante-based audio systems including soundbars and digital signal processors, a 25-unit discussion/voting system with associated equipment, and infrastructure components such as managed network switches and UPS systems. The PORFP is limited exclusively to Master Contractors awarded under the PBX IV Telecommunications Equipment and Services Master Contract. The proposal due date is June 17, 2026, at 2:00 p.m. EST, with a mandatory site visit scheduled for June 9, 2026, at 11:00 a.m. EDT and a questions deadline of June 12, 2026, at 5:00 p.m. EDT. Equipment delivery is required by June 30, 2026, with installation work estimated from July 1, 2026, through June 30, 2029. Evaluation criteria are conformance to specifications and price, with award to the most advantageous proposal to the State.
All equipment must be new, unused current production models with minimum five-year manufacturer support and three-year warranties. Bidders must provide MSRP screenshots, Letter of Authorization from manufacturers as the authorized reseller, estimated ship dates, and all software licensing agreements and terms for State review. Proposed pricing must remain valid for at least 120 days following the due date. FA II pricing includes three years of manufacturer warranty and extended warranty coverage, a three-year Televic Service Level Agreement for discussion system components, and maintenance and support services offered as either hourly labor rates or fixed-price flat-rate agreements for up to three years. FA III requires turnkey installation and integration delivering a fully functional system supporting in-person meetings, hybrid conferencing, presentations, recording, livestreaming, and both public and closed session operations. The State has designated this as a Small Business Reserve procurement with zero percent MBE and VSBE goals. Invoicing must comply with Maryland regulations and include all required documentation, with one-time pricing items billed within 30 days of acceptance and annual pricing billed on the anniversary of the first invoice.
