About this opportunity

Park City Municipal Corporation (PCMC) is soliciting proposals from qualified vendors to implement a Forest Health & Fuels Program encompassing approximately 162 acres of municipal open space in the Park City area of Summit County, Utah. The project objective is to perform fuel reduction and forest health treatments utilizing various methodologies including cut and pile, cut and chip, cut and haul, lop and scatter, mulching, pile burning, broadcast burning, and kiln burning operations across diverse vegetation types including conifer-dominated, aspen-dominated, hardwood shrub, sage/grass, and mixed vegetation areas at elevations ranging from 6,500 to 10,500 feet. Respondents must submit separate cost proposals and technical proposals not exceeding 10 pages, including site-specific estimates for initial treatment and retreatment rates per acre, standardized unit pricing for per-acre and per-hour rates for general fuel reduction services, and hourly rate sheets for forestry, arbor, or equipment services. The selection committee will evaluate proposals based on qualifications and certifications (40 points), operations and approach (30 points), past performance (15 points), and cost (15 points), with cost remaining unknown to evaluators until after non-cost scoring is complete. A pre-proposal meeting is scheduled for 2:00 p.m. MST on Wednesday, May 13, 2026, at Park City Miners Hospital, with attendance strongly encouraged. Proposals must be submitted electronically via Utah Public Procurement Place (U3P) or email to joe.sipe@parkcity.gov by 2:00 p.m. MST on Friday, May 29, 2026. The contract will extend from award by City Council through December 31, 2027, with the option for up to five one-year renewal periods, and manual and mechanical treatments cannot commence before August 1 each year, with no work permitted between 10:00 p.m. and 7:00 a.m. Monday through Saturday or before 9:00 a.m. on Sunday.

No specific set-aside designations for disadvantaged enterprises or restrictions on vendor type have been identified in the procurement documents provided. No incumbent vendors or current contractors have been listed for this solicitation. The RFP package includes comprehensive geospatial data in shapefile format (including Treatment_Area.shp, Access_Road.shp, Riparian_Area.shp, PRA_Zone.shp, Infrastructure.shp, and Ingress_Egress_Corridor.shp) utilizing WGS 1984 Web Mercator Auxiliary Sphere projection coordinates to define project boundaries, treatment zones, access routes, and site-specific conditions that vendors must reference during proposal development and project implementation. The selected respondent bears full responsibility for all disposal costs, equipment maintenance, public safety planning, fire prevention compliance, and rehabilitation of any damaged roads or disturbed areas. Contracts exceeding $100,000 in aggregate cost over the contract term require City Council approval. PCMC reserves the right to reject any or all proposals and may use multiple vendors for portions of the work, and no specific budget range or award value has been disclosed in the solicitation materials.
