About this opportunity
Palm Beach County is requesting sealed bids for beach fill and dune construction on Segments II & III of the North County Comprehensive Shore Protection Project, with bids due November 18, 2026, and a non-mandatory pre-bid meeting and site visit on November 3. The project is entirely FEMA-funded, which means local preference ordinances and DBE participation goals do not apply; Davis-Bacon wage rates do not apply.
The scope encompasses hydraulically placed beach fill and dune construction across approximately 3.4 miles of shoreline (Juno Beach through Jupiter Beach areas) using approximately 980,000 cubic yards of beach-compatible sand from an offshore borrow area located 3.5 to 6.5 miles seaward. Work includes dune construction with berm crests at elevation +8.0 feet NAVD and dune peaks at +12.5 feet NAVD, post-and-rope dune protection, dune planting, and removal of subsea cable infrastructure (3,412 linear feet total). The contractor must excavate Western and Central dredging areas before the Northern area; dredging elevations are -69, -73, and -71 feet NAVD88 respectively across the three borrow zones. The design must meet detailed cross-sectional templates at 21 stations with 0.5-foot tolerance for dune and beach fill elevation. All sand must comply with specified grain-size, silt-content, shell-content, and color requirements established in the U.S. Army Corps of Engineers permit and the Florida Department of Environmental Protection permit. Turbidity monitoring (three times daily during dredging, 29 NTU threshold), marine turtle nesting surveys (March 1 through November 30), and shorebird breeding-season surveys (April 1 through September 1 with 300-foot buffer zones) are mandatory. Post-construction monitoring includes biometric surveys for three years with minimum nesting-success and hatching-success thresholds.
Substantial completion is required within 120 calendar days; final completion within 30 days after punch list delivery. Bidders must submit a 5% bid bond; the successful bidder must furnish 100% performance and payment bonds within 14 days of notification. Bids must be fixed lump sum and include all materials, labor, equipment, permits, and other costs. Bidders and subcontractors must hold valid Florida licenses and required certifications at bid submission. The contract is awarded to the lowest responsive, responsible bidder.
