About this opportunity
Palm Beach County, Florida is requesting proposals for professional engineering services supporting the Flashing Yellow Arrow Demonstration Project, with proposals due September 8, 2026 at 4:00 p.m. The project is funded entirely through the U.S. Department of Transportation's Safe Streets and Roads for All federal grant program; local county preferences do not apply due to federal funding, but the selected consultant must take affirmative steps to ensure that minority businesses, women's business enterprises, and labor surplus area firms are considered as subconsultants when possible.
The scope encompasses design and engineering services for implementing flashing yellow arrow technology at 28 signalized intersections throughout Palm Beach County. Deliverables include design plans and specifications, field inventory of existing traffic signal systems, operational design documentation, before-and-after safety evaluation, and recommendations for future FYA implementation and updates to the Palm Beach County Safe Streets and Roads for All Safety Action Plan. Professional surveyor services are not required; existing aerials may be used. The selected consultant must be CCNA certified in categories 3.06 (Traffic Operations Design) and 3.07 (Traffic Control Systems Analysis, Design and Implementation) prior to proposal submission. Professional liability insurance of $1 million per occurrence and $2 million aggregate is required.
The contract duration is approximately 34 months from Notice to Proceed, with all tasks to be completed within 20 months from NTP. Evaluation criteria carry 35 points (shortlist) and 50 points (final selection) for ability and past performance; 35 points (shortlist) and 20 points (final selection) for project approach and understanding; and 10 points for volume of previous work awarded by the County over the past four years. A non-mandatory pre-proposal conference was held August 6, 2026. The shortlist committee meeting is tentatively scheduled for October 8, 2026, with final selection on November 2, 2026; contract award is expected within approximately ten months of the final selection committee meeting. All proposers and subconsultants must register in the County's Vendor Self Service system prior to contract award. Questions should be submitted via email to ENG-RoadwayBids@PBC.GOV using the subject line "RFI: 2026717 PBC Flashing Yellow Arrow Demo Project." Update No. 1 clarified qualification requirements and survey provisions as of August 19, 2026.
