About this file
This is a Request for Proposals (RFP) issued by Palm Beach County, Florida, Engineering and Public Works Department for professional engineering consulting services to support the Safe Streets and Roads for All (SS4A) Flashing Yellow Arrow Demonstration Project. The County seeks one certified professional firm to provide comprehensive engineering services including the development of design plans, specifications, and associated engineering documents required for the implementation of flashing yellow arrow (FYA) technology at 28 signalized intersections throughout Palm Beach County. Additional deliverables include a before-and-after evaluation of FYA benefits and impacts, along with recommendations for FYA implementation and updates to the adopted Palm Beach County SS4A Safety Action Plan. A non-mandatory pre-proposal conference is scheduled for August 6, 2026, at 3:00 p.m. at 2300 N. Jog Road, Room 3W-12, West Palm Beach, Florida, with a webinar option available. Proposals must be submitted by 4:00 p.m. on August 25, 2026, to the Roadway Production Division. The shortlist committee meeting is tentatively scheduled for October 8, 2026, with the final selection committee meeting on November 2, 2026. Contract award is expected within approximately ten months of the final selection committee meeting. The selected consultant must be CCNA certified in category 3.07 Traffic Control Systems Analysis, Design and Implementation prior to proposal submission, and must execute the County's standard consulting contract without modification.
Proposers will be evaluated based on three primary criteria: ability and past performance of the firm and project team (35 points for shortlist, 50 points for final selection), project approach and understanding (35 points for shortlist, 20 points for final selection), and volume of previous work awarded by the County over the past four years (10 points for both). Professional liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate is required. The project is funded entirely through federal Safe Streets and Roads for All Grant Program funding, and all activities are subject to federal requirements including USDOT/FHWA compliance, civil rights regulations, suspension and debarment certifications, and domestic preference provisions. The selected consultant is required to take affirmative steps to ensure that minority businesses, women's business enterprises, and labor surplus area firms are considered as subconsultants when possible, though local County preferences do not apply due to federal funding. All proposers and subconsultants must be registered in the County's Vendor Self Service system prior to contract award, and consultant responsibility disclosures and conflict of interest statements are required with proposal submission.

SECTION 3. CRITERIA FOR SHORTLISTING AND FINAL SELECTION OF FIRMS
A. Responsiveness Review. County staff will review each proposal to determine if the proposal is responsive to the RFP. Proposals determined to be non-responsive will be rejected without being evaluated by the Selection Committee(s). A responsive proposal is one which has been signed, has been submitted by the specified submission time, and has provided the information required to be submitted with the proposal. While poor formatting, poor documentation, and/or incomplete or unclear information may not be cause to reject a proposal without evaluation, such substandard submissions may adversely impact the evaluation of a proposal. Proposers who fail
RFP/ Page 3 to comply with all of the required and/or desired elements of this RFP, do so at their own risk.
During the responsiveness review, County staff will also calculate the points allocable to responsive firms for volume of previous work for consideration by the selection committees.
B. Short List Committee. A Short List Committee will review and evaluate a firm’s proposal based upon the criteria set out below. At least three firms will be short listed based on their qualifications. In the event of a tie score for the last available short list position, the tied firms will be included in the short list. County staff will notify the Respondents of the results of the Short
List Committee and invite the shortlisted firms to present to the Final Selection Committee. For shortlisted firms, the points allocated to a firm for volume of previous work will roll over to Final
Selection.
If less than 3 firms respond to the RFP or less than 3 firms are found responsive, the Department
Director may readvertise; or if the Department Director determines that additional responses would not be received from a re-advertisement or because of time constraints, the Department Director may submit the responsive proposals to the Final Selection Committee for evaluation without the need to call a shortlist committee.
C. Final Selection Committee. The short listed firms will make presentations to and be interviewed by a Final Selection Committee. The final selection committee will evaluate a firm’s proposal and presentation based on the criteria set out below.
D. Scoring. Each criteria will be scored and then the scores awarded for all criteria will be added to achieve the total points awarded to each firm by each committee member. Using the total points awarded to each firm, each committee member will rank each firm with the highest point total ranked 1, the next highest point total ranked 2, etc. The rankings of each firm will be combined from all the committee members to determine the total ranking score for a firm, with the lowest point total ranked 1, the next lowest point total ranked 2, etc. in order to determine the most highly qualified firm.
E. Evaluation Criteria. Pursuant to the Brooks Act, 40 USC 1101, Florida Statutes 287.055 and
County PPM # CW-O-048, proposals that are determined to be responsive to this RFP, will be evaluated by the County’s selection committees based on the following criteria:
