Summary of Palm Beach County Flashing Yellow Arrow Demonstration Project Engineering Services RFP

This is an Update No. 1 to a Request for Proposals issued by the Palm Beach County Board of County Commissioners, Engineering and Public Works Department, for professional engineering consulting services related to the Flashing Yellow Arrow (FYA) Demonstration Project. The project encompasses design and evaluation services for implementing FYA technology at 28 signalized intersections in Palm Beach County, funded through the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) federal grant program. The scope of work includes three phases: Pre-NEPA activities, design of demonstration activities, and construction (construction is excluded from this contract). Services requested include development of design plans and engineering documents, field inventory of existing traffic signal systems, operational design documentation, before-and-after safety evaluations, and recommendations for future FYA implementation. The RFP due date was postponed to September 8, 2026, at 4:00 P.M., with proposals submitted to Holly B. Knight at the Engineering and Public Works Department. A non-mandatory pre-proposal conference was held on August 6, 2026. The contract duration is approximately 34 months following the Notice to Proceed, with all tasks to be completed within 20 months from NTP.

Update No. 1 clarifies that professional surveyor services are not required; existing aerials may be used in lieu of topographic surveys, and any survey references should be interpreted as inventory of existing traffic signal components. The updated notice adds CCNA certification category 3.06 (Traffic Operations Design) as a required qualification, in addition to the existing requirement for category 3.07 (Traffic Control Systems Analysis, Design and Implementation). Consulting firms must be CCNA certified by Palm Beach County's Engineering and Public Works Department to provide services under this contract. Letter of interest submissions should not exceed four pages. The project is funded entirely with federal funds through the USDOT/FHWA grant agreement. All proposers must register in the County's Vendor Self Service system and ensure subconsultants are similarly registered. The County reserves the right to reject any or all responses, waive irregularities, or cancel the solicitation. Unsuccessful proposers may request debriefing within five business days of the recommended award notification posting.

Palm Beach County Flashing Yellow Arrow Demonstration Project Engineering Services -

FEDERALIZED

Scope of Work

Introduction:

Palm Beach County (COUNTY) received a Planning and Demonstration grant as part of the United States

Department of Transportation (USDOT) Federal Highway Administration (FHWA) Safe Streets and Roads for All (SS4A) grant program to design, construct and evaluate Flashing Yellow Arrows (FYA) at 28 signalized intersections (DEMONSTRATION PROJECT).

In accordance with the grant agreement between the COUNTY and the USDOT (RFP Attachment K)

(GRANT AGREEMENT), the DEMONSTRATION PROJECT is separated in three phases.

1. Pre-National Environmental Protection Act (NEPA): per the GRANT AGREEMENT this phase encompasses a few activities for the selected CONSULTANT (CONSULTANT) to complete, as follows:

a. Complete the FHWA Florida Division Categorical Exclusion Checklist and FHWA Florida

Division Section 106 Checklist.

b. Perform Demonstration Activity Evaluation (before and after safety evaluation).

c. Update the adopted Palm Beach County Safety Action Plan (PLAN)

2. Design of Demonstration Activities: Final design of FYA at 28 intersections. During this phase the

CONSULTANT will develop draft and final design plans.

3. Construction of Demonstration Activities: Implement FYA at 28 intersections. (not included in this scope of work)

This scope of work is for the first two phases as the Construction of Demonstration Activities will be handled through a separate contract.

This scope of work between COUNTY and the CONSULTANT defines all tasks, assumptions, schedule and deliverables to complete the project in approximately a 34-month period after the Notice to Proceed

(NTP).

DEMONSTRATION PROJECT Objectives:

While FYA for left and right turns is included in the MUTCD, implemented nationally and locally in

Florida, implementation has primarily focused on FYA for left turns. The COUNTY’s Engineering &

Public Works Department, Traffic Division (TRAFFIC DIVISION) began implementing FYA for left turns in 2019 and after successfully demonstrating the benefits, have adopted FYA for left turns in its standards.

Through the DEMONSTRATION PROJECT, the TRAFFIC DIVISION will implement FYA for left turn and right turns and conduct a before after evaluation of the safety benefits and impacts under a variety of scenarios of traffic operations comparing the permissive movements before to the FYA operation. Scenarios include during peak periods, off peak periods, when the pedestrian phase is activated (arrow will be red), in congested areas, suburban areas, pedestrian crossings in the vicinity of schools, and where/when FYA is applied for both left turns and right turns. The FYA for right turn phase will also be studied to evaluate the benefits when compared to a right turn on red movement.

The evaluation will provide recommendations to the TRAFFIC DIVISION regarding the use of FYA for right turns and left turns, including the criteria for implementing the FYA for existing and new signalized intersections for right turns and the types of intersections that should be prioritized for FYA for right turns.

The recommendations will be used to update the recommendations in the PLAN.

Scope of Work:

The CONSULTANT shall ensure that the services provided and the Contract Documents, defined herein, are completed in accordance with all requirements of the SS4A program and within the budget as further described in RFP Attachment K.

Task 5: DEMONSTRATION PROJECT Evaluation

The CONSULTANT shall conduct a before after study evaluating the safety benefits and impacts of the

DEMONSTRATION PROJECT and provide recommendations for the criteria for future installations of

FYA for left and right turns at existing and new signalized intersections (EVALUATION). The

EVALUATION shall consider a variety of scenarios of traffic operations, including during peak periods, off peak periods, in congested areas, suburban areas and crosswalks in the vicinity of schools. Because pedestrians and other vulnerable users are involved in the highest fatality and severe injury related crashes, the evaluation will also consider the benefits and impacts when FYA is applied for both left turns and right turns, focusing on the conflicting movements between motorists and vulnerable users and pedestrians using the crosswalks. Additionally, the following scenarios will also be assessed:

• When to skip the FYA for left turn and right turns and provide a red arrow, eliminating the potential conflict between pedestrians and vehicles considering peak pedestrian use times and time of day crash trends. The solid red arrow phase and FYA for right turns is anticipated to draw more attention to the potential of a pedestrian within the path of a turning vehicle. (approve by the

County)

• FYA for right turn phase benefits when compared to a right turn on red movement.

• FYA for left turn benefits when skipping the FYA for left turns where there is a left turn crash pattern.

The consultant shall develop an EVALUATION procedure including the performance measures to be used for the COUNTY’s approval. As a minimum, the EVALUATION shall include the frequency and rate of fatal and serious injury crashes for vehicle, ped and bike related crashes associated with the FYA movements. Secondary measures to be included in the evaluation shall include travel time and delay measures. The before period shall cover a 3 year period before the DEMONSTRATION PROJECT is implemented. The after period in the evaluation shall cover the first 6 months of implementation and provide the initial findings and recommendations, including recommendations for continued monitoring.

The CONSULTANT shall acquire data for the EVALUATION from 3rd parties sources including crowd sourced safety and travel time data, Signal Four Analytics and use the COUNTY’s data, including crash records and reports and COUNTY volume counts.

The CONSULTANT shall complete the approved EVALUATION procedure and submit a draft and final report to the COUNTY documenting the benefits, impacts and recommendations. The CONSULTANT shall use the approved findings to update the PLAN.
