A minimum wage preference of 5% applies to businesses paying all full-time employees at least $10.10 per hour, with false certification subject to liability equal to 30 percent of awarded contract value. The RFP requires submission of completed Good Faith Efforts forms (GFE-1 and GFE-2) addressing good faith efforts to utilize minority, female, and handicapped-owned business subcontractors, establishing minimum utilization goals of 15% minority-owned, 5% female-owned, and 0.5% handicapped-owned businesses. Required insurance includes professional liability coverage of $1,000,000 per wrongful act and $2,000,000 aggregate, along with commercial general liability coverage of $1,000,000 combined single limit. Consultants must comply with all applicable Kentucky Revised Statutes, OSHA requirements, Louisville Metro ordinances regarding employment practices and workplace sexual assault reporting, the ban-the-box hiring compliance outlined in LMCO Section 112.30, and web accessibility standards (WCAG 2.1 Level AA). The RFP does not indicate a guaranteed minimum workload, and individual project-specific contracts will be established with separate scopes of work, with the selected consultant required to provide monthly status reports at no charge to Metro.
