The City of Charlotte Department of Transportation (CDOT) is issuing an Invitation to Bid (ITB 269-2026-211) for pavement marking materials to support the maintenance of approximately 690,000 linear feet of pavement markings annually throughout Charlotte, including center lines, lane lines, edge lines, crosswalks, stop bars, and approximately 850 pavement arrows. The procurement seeks pavement marking paint, thermoplastic pavement markings, and pre-formed pavement legend markers in white, yellow, and other colors as required, all of which must comply with the latest NCDOT 2024 Standard Specifications Section 1087 and Federal Specification TTP 1952F for paint. Bidders must provide fixed unit costs for core items and a fixed percentage discount from their current full-line verifiable catalog for all non-core items, with all pricing including shipping, handling, delivery, and storage at no additional charge. The contract will be awarded by Charlotte City Council on August 10, 2026, with an anticipated effective date in September 2026, establishing an initial three-year term with the City's option to extend for up to two additional one-year periods. All products must be delivered within 30 days of order placement FOB Destination, and bidders must designate a full-time Account Executive available by cell phone with response to communications within two business days. Written questions must be submitted by May 29, 2026, at 2:00 p.m. EST, with sealed bids due electronically through the Bonfire Procurement Portal by June 12, 2026, at 2:00 p.m. EST, with bid opening conducted via Microsoft Teams at 2:30 p.m. the same day. Evaluation will consider vendor qualifications, experience, quality, delivery capability, and workmanship, with liquidated damages of $150.00 per calendar day applying for failure to meet delivery deadlines.

The City of Charlotte's Commercial Business Inclusion (CBI) Program establishes subcontracting utilization goals and payment reporting requirements through the InclusionCLT system, requiring bidders to document non-discriminatory practices in subcontractor and supplier selection and disclose any discrimination complaints filed within the past ten years. All bidders must complete required certification forms including Non-Discrimination, Debarment/Suspension, and Conflict of Interest certifications, with false certifications resulting in bid rejection, contract termination, or disqualification from City contracts for up to two years. Bidders must also submit three references from clients excluding the City of Charlotte for whom they have delivered similar pavement marking material services. The contract establishes a payment cap of $500,000, with the City retaining the right to purchase similar products from other suppliers and reserving the right to award by item, combination of items, or grand total, or make multiple awards as deemed in its best interest. Vendors must maintain Commercial General Liability insurance at $1,000,000 per occurrence and Workers' Compensation insurance meeting North Carolina statutory requirements, and all materials must include one-year warranties covering defects in materials, workmanship, and performance. Monthly usage reports and quarterly product reports identifying minority and recycled products must be submitted to City Procurement throughout the contract term, with the contract governed by North Carolina law and venue in Mecklenburg County.
