About this opportunity

The Rhode Island Department of Transportation (RIDOT) has issued a solicitation (TCB24003800) for comprehensive pavement improvements along the East Main Road corridor in the Town of Middletown, Rhode Island. The project encompasses extensive roadway rehabilitation and resurfacing, including milling the existing pavement, overlaying with a new surface course, concrete base and joint repairs, removal and installation of new concrete curb, and replacement and construction of sidewalks. Additional key deliverables include reconstruction of ADA-compliant pedestrian curb ramps, adjustments and rebuilding of drainage structures, installation of new drainage structures and pipes, signal improvements, sediment and erosion controls, maintenance and protection of traffic, and pavement markings. The solicitation has a bid opening date of February 28, 2024, at 4:00 PM GMT and a closing date of March 26, 2024, at 5:00 PM GMT, with a vendor Q&A period running from February 28 to March 17, 2024. All proposals must be submitted electronically through the Ocean State Procures system, and bidders are required to provide a 5% bid bond and demonstrate the capability to provide a 100% performance bond upon contract award.

The contract includes a Disadvantaged Business Enterprise (DBE) participation goal of 11% of the contract bid price, specifically encouraging participation from small, minority-owned, and women-owned businesses. The project will be funded through a combination of 80% Federal Highway Administration (FHWA) funds and 20% state funds, with some traffic signal and regulatory sign components funded 100% federally. Prevailing wage rates under the Davis-Bacon Act and Work Hours Act of 1962 will apply to all labor, requiring contractors to meet specific wage and hour standards. While no incumbent vendors are explicitly mentioned, the solicitation indicates that successful bidders must comply with federal and state requirements for Federal-Aid Highway projects, including non-discrimination policies and detailed insurance requirements. Although a specific award value is not stated, the comprehensive nature of the project—involving extensive roadway, sidewalk, drainage, and signal improvements—suggests a significant infrastructure investment for the Middletown area.
