About this opportunity

Tooele County, Utah is seeking qualified vendors to conduct a comprehensive pavement distress inspection for approximately 267 miles of roadways across five municipalities: Grantsville, Tooele, Rush Valley, Stockton, and Vernon. The Request for Proposals (RFP) requires vendors to perform on-site inspections, identify and categorize pavement distresses, collect geospatial data and photographs, and generate detailed reports with Pavement Condition Index (PCI) scoring. Deliverables include GIS polygon feature layers, a summary PDF report with methodology and recommendations, and a countywide pavement condition map. The proposal evaluation will be based on a 10-point scale, with 60% weight on technical approach and 40% on experience/qualifications, with only offerors scoring 8.5 or higher entering the competitive range for price consideration. Key dates include a pre-bid conference on January 20, 2026, at 1:00 PM MST via the U3P Bonfire portal, question submissions due by January 27, 2026, at 5:00 PM MST, and proposal submissions due on January 31, 2026, at 11:00 PM MST. The project is scheduled to commence on February 15, 2026, with inspection completion by February 28, 2026, and all final deliverables due by April 30, 2026.

The RFP does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must meet specific insurance requirements, including workers' compensation, commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, and commercial automobile liability of $1,000,000 per occurrence if vehicles are used. Contractors are required to register with the E-Verify Status Verification System and provide insurance certificates before contract commencement. The contract allows for a fifteen-day review period for deliverable corrections prior to final acceptance. While no specific award value or budget range is explicitly stated, the comprehensive nature of the project covering 267 miles of roadways suggests a significant procurement opportunity. All data, reports, and GIS files produced will become the property of Tooele County, and the award will be made to the responsible offeror whose proposal represents the best value, considering technical merit, experience, and price.
