About this opportunity

The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking sealed bids for a comprehensive Pave Cut Management program through an Invitation to Bid (ITB) posted on their e-Procurement Portal. The procurement requires a vendor to review and evaluate the city's pavement cut ordinance and permit processes, implementing an operational tracking system using OpenGov software. Key deliverables include automatically receiving Pennsylvania One-Call tickets, scheduling and conducting multiple permit inspections, tracking all pavement cuts, monitoring maintenance and restoration, and notifying the city of non-compliant cuts. Bidders must have a minimum of 5 years of experience under their current business name and be registered with applicable oversight bodies. The bid submission deadline is 10:00 am on Thursday, August 29, 2024, with all communication and technical questions to be submitted via the portal's Q&A function by 12:00 am on Thursday, August 22, 2024. Prospective bidders must register on the City's e-Procurement Portal and "follow" the project to receive addenda notifications and be eligible to submit a bid.

The ITB does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to submit a detailed cost proposal including hourly rates, labor costs, expenses, and a not-to-exceed budget for reimbursable expenses. Invoicing will be completed through the OpenGov platform, with companies paying directly through the system. The procurement requires several mandatory certifications and documents, including an Affirmative Action Certificate, Certificate of Non-Segregated Facilities, Non-Collusion Affidavit, and comprehensive insurance documentation. Bidders must provide detailed information about their company's experience, personnel qualifications, and capability to perform the specified services. While specific award values or budget ranges are not explicitly stated in the provided documentation, the comprehensive nature of the service suggests a significant municipal contract focused on infrastructure management and regulatory compliance.
