About this opportunity

Palm Beach County Board of County Commissioners, through its Facilities Development and Operations Department's Capital Improvements Division, is soliciting bids to construct a new community park at Paulette Burdick Park under Project 18230, with bids due November 19, 2026 at 2:00 p.m. under Addendum 2. Bidders must be pre-qualified under the Annual Contract for Minor Construction Services, with applications due at least 10 days before the bid due date, and the project carries a mandatory Small Business Enterprise (SBE) subcontracting participation goal of 25 percent, documented through OSBD Schedules 1 and 2 or a Good Faith Efforts waiver request.

The scope requires furnishing all material, labor, supervision, permits, and supplies to build a park with a playground, adult fitness zone, basketball courts, walking paths, and other amenities per the construction plans and specifications. Substantial completion is required within 365 calendar days from Notice to Proceed, with liquidated damages of $180 per day for missed completion. Confidential plans require a signed Non-Disclosure Agreement. Bids of $200,000 or more require bid security of at least 5 percent of the bid price and a public construction bond equal to 100 percent of the work order amount, due within 14 days of award notification. Bidders must also comply with the County's Commercial Nondiscrimination Policy, execute a Nongovernmental Entity Human Trafficking Affidavit, and certify compliance with prohibitions against diversity, equity, and inclusion material.

The site is 6363 Fair Green Road, West Palm Beach, Florida, and the Architect/Engineer of Record is Urban Design Studios, LLC. The mandatory pre-bid meeting was held September 30, 2026, at the project site. Addendum 1 moved the bid deadline from October 29 to November 5, 2026, and Addendum 2 moved it to November 19, 2026. Each addendum must be signed by an authorized agent and attached to the bid proposal form, and failure to do so may result in disqualification. The County expects to issue award notification and Notice to Proceed within 90 days of bid opening, absent timely bid protests. Bidding documents and prequalification applications are available through the County's Vendor Self-Service portal, or by contacting FDO-CID-Bids@pbc.gov or (561) 233-0261.
