About this opportunity
The Housing Authority of the City of Hoboken is requesting sealed bids for patio improvements at 220 Adams Street, with bids due October 1, 2026 at 2:00 p.m., and a non-mandatory pre-bid walkthrough scheduled for September 17, 2026 at 2:00 p.m. at the project site. The work is subject to Davis-Bacon wage requirements and New Jersey prevailing wage laws and public works contractor registration requirements.
The scope includes replacing the existing concrete picnic-area pad and concrete furniture with a new reinforced concrete patio, metal site furniture, improved drainage, and limited regrading while preserving existing perimeter plantings to the greatest extent practical. Bids are sealed and evaluated based on price and price-related factors; the contract will be awarded to the responsive and responsible bidder whose bid is most advantageous to the Housing Authority.
Bid security is required in tiered form: 10 percent of the bid for proposals up to $200,000; a fixed $20,000 for bids between $200,000 and $400,000; or 5 percent of the bid for amounts exceeding $400,000. Security may be submitted as either a bid bond issued by a New Jersey-licensed surety company or a certified check. All bidders must provide a Consent of Surety confirming willingness to issue a performance bond. The successful bidder must execute a Performance Bond for the full contract amount and a Maintenance Bond for a percentage of construction costs within ten days of award notification.
Required submittals include a Non-Collusion Affidavit, Bidder's Affidavit, Qualification Questionnaire, Site Inspection Affidavit, certifications regarding debarment and suspension, Equal Employment Opportunity Certification, Affirmative Action Affidavit, Previous Participation Certificate (HUD-2530), political contribution disclosures, and statements of ownership. No bid may be withdrawn for 60 days after opening. Late bids will not be accepted; photocopies or facsimiles of bid forms are not acceptable. Bid documents are available for electronic distribution by contacting the Modernization Administrator.
