About this file
This is a project manual and bid document package for the Housing Authority of the City of Hoboken, a public housing authority in New Jersey, for patio improvements at 220 Adams Street in Hoboken. The project scope involves replacing the existing picnic-area concrete pad and concrete furniture with a new reinforced concrete patio, metal site furniture, improved drainage, and limited regrading while preserving existing perimeter plantings. Sealed bids are due by 2:00 p.m. on Thursday, October 1, 2026, at the Housing Authority's main office located at 400 Harrison Street, Hoboken, New Jersey 07030. A non-mandatory pre-bid walkthrough is scheduled for Thursday, September 17, 2026, at 2:00 p.m. at the project site. Bid documents became available for electronic distribution on Friday, September 11, 2026, by emailing the Modernization Administrator. Late bids will not be accepted, and photocopies or facsimiles of bid forms are not acceptable. The contract will be awarded to the responsive and responsible bidder whose bid is most advantageous to the Housing Authority considering price and price-related factors.
Bidders must submit bid security in the form of either a bid bond issued by a New Jersey-licensed surety company or a certified check: 10 percent of the bid for proposals up to $200,000; a fixed $20,000 for bids between $200,000 and $400,000; or 5 percent of the bid for amounts over $400,000. All bidders must also provide a Consent of Surety from a New Jersey-licensed surety company confirming its willingness to issue a performance bond. No bidder may withdraw its bid for 60 days after opening. The successful bidder must execute a Performance Bond for the full contract amount and a Maintenance Bond for a percentage of construction costs within ten days of award notification. Bid documents include numerous mandatory and conditional submittals including a Non-Collusion Affidavit, Bidder's Affidavit, Qualification Questionnaire, Site Inspection Affidavit, certifications regarding debarment and suspension, Equal Employment Opportunity Certification, Affirmative Action Affidavit, Previous Participation Certificate (HUD-2530), political contribution disclosures, and statements of ownership. The project is subject to Davis-Bacon wage requirements and compliance with New Jersey prevailing wage laws and public works contractor registration requirements.
