About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Artisan Center at Berea located in Johnson County, is soliciting competitive bids for patio furniture procurement through Request for Bid (RFB) 758 2600000148. This is a re-solicitation of RFB 758 2600000077, which closed on September 2, 2025, and was not awarded. The procurement encompasses twenty-two line items of outdoor patio furniture and umbrellas, including end tables, rockers, dining chairs, gliders, swivel bar chairs, benches, counter chairs, and cantilever umbrellas with yellow Sunbrella fabric and black posts in navy blue with smoke gray aluminum frames constructed from High Density Polyethene or Marine Grade Poly. The successful vendor must assume complete responsibility for shipping, delivery, installation, assembly, unloading, and transportation of all items to the back patio of the Kentucky Artisan Center at 200 Artisan Way, Berea, Kentucky 40403, with no receiving dock available at the facility. All items must be covered by a manufacturer's warranty of a minimum of one year, and the vendor must bolt the thirteen-foot cantilever deck plate to concrete. The evaluation methodology employs a best value approach allocating ninety points to price and ten points to delivery time measured in working days, with the lowest-priced bidder and fastest delivery times receiving maximum points and other bidders scored proportionally. Vendor written questions were due by September 30, 2025, at 10:00 AM ET, and the bid closing date was extended to October 14, 2025, at 1:30 PM ET through three addenda, with all pricing submitted exclusively on Attachment C Bid Price Sheet in the electronic procurement system with a placeholder entry of $0.01. Pricing must include all shipping, delivery, and installation charges on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax, and must remain valid for sixty calendar days after the bid due date.
The solicitation provides preference designations for qualified bidders, including Kentucky Correctional Industries (twenty percent preference), Kentucky Industries for the Blind (fifteen percent preference), and other qualifying nonprofit organizations (fifteen percent preference). Kentucky resident bidders may receive reciprocal preference against nonresident bidders from states offering preference to their own residents. Bidders must submit an executed Annual Affidavit and Other Affidavits affirming compliance with Kentucky campaign finance laws under KRS 45A.110 and 45A.115, and bidders claiming resident or qualified bidder status must provide supporting documentation of such status. Prior to contract award, the successful bidder must provide proof of Commercial General Liability Insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Automobile Liability Insurance of $1,000,000 per occurrence combined single limit if delivery is performed by the contractor. Bidders must submit bids for all line items; bids offering only partial items will be deemed non-responsive and rejected. The contract will be awarded as a Group All to a single vendor with no specified initial contract period or renewal options. No specific budget range or estimated contract value is disclosed in the solicitation documents. All communications and inquiries must be directed exclusively to Commonwealth Buyer Keith Srutowski at 502-564-7007.
