About this opportunity

The Illinois Department of Transportation is soliciting electronic bids through the iCX system for pavement patching, HMA overlay, paved shoulders, rumble strips, ditch grading, and pavement markings on US 54 under Contract No. 72C62, with bids due and publicly opened November 6, 2026 at 12:00 p.m. The contract is federal-aid, funded through the National Highway Performance Program under Project NHPP-KMHX(430) in District 6, and carries Disadvantaged Business Enterprise participation requirements and prevailing wage provisions.

The scope includes pavement patching, HMA surface removal, an HMA overlay of 1-inch binder and 1-inch surface courses, 4-foot paved shoulders, sinusoidal rumble strips, aggregate wedge shoulders, grading and shaping of ditches, and pavement marking installation. Work covers Sections 105RS-8 and 106RS-7 on a segment of US 54 extending from 0.2 miles south of 345th Street southwest of Pittsfield to 0.3 miles south of Jim Town Hollow Road in Summer Hill. The jurisdiction is listed as Pope County. Bidders must make state and federal certifications with the proposal, and false or fraudulent certifications constitute breach of contract subject to termination. Payroll records and subcontractor and DBE payment reporting are required.

Traffic control on this two-lane, two-way highway requires at least one lane open at all times, with no overnight lane closures or drop-offs. The contractor must contact the District 6 Bureau of Operations at least 72 hours before beginning work and three weeks before implementing traffic control, and all traffic control signs must be new or like new with current reflectivity standards. Working-day contracts with a delayed start must be completed by November 30, 2027.

The contract provides compensable delays, bituminous materials cost adjustments at the contractor's option, and payment adjustments for material and labor cost fluctuations when delays extend contract duration by a minimum of two weeks. The Department will award to the lowest responsive and responsible bidder and reserves the right to reject any or all proposals and waive technicalities.
