About this opportunity

The West Virginia Department of Health and Human Resources (DHHR), Office of Shared Administration Purchasing Division, is issuing a Request for Quotations (ARFQ 0512 WSH2500000001) for a one-time purchase of five (5) 2025 Ford Transit Passenger Vans or equivalent vehicles for William R. Sharpe, Jr. Hospital located in Weston, West Virginia. The vehicles must meet comprehensive specifications including new 2025 model year status, X9C body style with minimum 15-passenger seating capacity, all-wheel drive configuration, XLT trim package or equivalent, five doors with 285-degree rear doors, medium high roof, 6-cylinder gasoline engine, 10-speed automatic transmission, and advanced safety features such as lane keeping systems, reverse sensing, blind spot assist, and high-resolution backup cameras. Additional mandatory requirements include Sync4 AM/FM infotainment with 12-inch touchscreen, Bluetooth connectivity, navigation systems, vinyl flooring throughout, front and rear auxiliary A/C and heater, and each vehicle must be a different color. Delivery must occur within 120 business days of purchase order issuance via F.O.B. destination, with vendors responsible for immediate shipment and notification of any delays that could result in contract cancellation or third-party procurement at vendor expense. Award will be made to the vendor providing compliant vehicles at the lowest grand total price without split awards permitted. The question submission deadline is March 25, 2025, at 12:00 PM EST, with bids due by April 1, 2025, at 1:30 PM EST to the DHHR Purchasing Division, One Davis Square, Room 111, Charleston, West Virginia 25301, with a mandatory pre-bid meeting required for all vendors submitting bids.

The procurement is subject to Federal Funds Addendum requirements as the contract may be funded in whole or in part with federal funds, subjecting vendors to compliance with 2 C.F.R. 200.317 through 200.327 federal procurement requirements including provisions for minority businesses, women's business enterprises, domestic product preferences, equal employment opportunity, debarment and suspension compliance, anti-lobbying certification for awards exceeding $100,000, and Davis-Bacon wage rate compliance where applicable. All vendors must submit a DHHR Purchasing Affidavit certifying they are not in default on any monetary obligations owed to the state or its political subdivisions, including payroll taxes, property taxes, sales and use taxes, and other fines or fees, with non-construction contract vendors required to affirm that debts do not exceed one thousand dollars in aggregate. Bids must be submitted electronically through wvOASIS, and the apparent successful vendor must be registered with the West Virginia Purchasing Division, maintain required insurance coverages with the State listed as an additional insured, and provide performance and labor/material payment bonds equal to 100 percent of the contract value prior to contract award. Pricing should be submitted on a unit price basis for each van with total amounts calculated for all five units, with firm pricing required for the life of the contract unless otherwise authorized by the State. No incumbent vendor information or specific contract value ranges are provided in the solicitation documents; however, interested vendors should contact the assigned buyer, Roberta A. Wagner, at (304) 558-0437 or roberta.a.wagner@wv.gov for additional information.
