About this opportunity
Palm Beach County Board of County Commissioners Purchasing Department issued Invitation for Bid #16-032/JM on May 18, 2016, to establish a sixty-month term contract for the purchase of brake and suspension parts applicable to medium and heavy-duty vehicles, including brush trucks, quints, engines, ladder trucks, rescues, tenders, and related equipment. The solicitation covers ten specified manufacturers: Bendix Commercial Vehicle Systems, Donovan Enterprises, Neapco, Spicer Drivetrain Components, Arvin Meritor, Stemco, Tectran, Federal Mogul, Midland/Haldex, and Dayton. Acceptable deliverables include parts and accessories that enhance or supplement original units, explicitly excluding stand-alone equipment or components basic to unit operation. Bid submissions were required by May 19, 2016, at 4:00 p.m. local time. Awards will be made on an item-by-item basis to the lowest responsive and responsible bidder based on a single fixed percentage discount or markup applied to current manufacturer price lists. Bidders must submit copies of applicable price lists indicating whether pricing is based on MSRP, dealer, jobber, catalog, or other formats, with delivery required within two business days for stock items and seven business days for non-stock items. The County is exempt from federal and state taxes and will provide exemption certificates upon request.
Palm Beach County established a minimum 15% Small Business Enterprise (SBE) participation goal for this procurement. Successful bidders must maintain current catalogs and manufacturer suggested retail prices throughout the contract term, comply with all applicable federal, state, and local laws, maintain required licenses and permits, submit non-discrimination policy certifications, and comply with the Palm Beach County Criminal History Records Check Ordinance for unescorted facility access. Bidders are responsible for core removal and disposal, and separate shipping charges are prohibited and must be factored into pricing. The anticipated contract value is $350,000 over the full contract term, though Palm Beach County reserves the right to increase or decrease this amount as necessary. Note that a cancellation notice dated May 18, 2016, was issued for this solicitation, indicating that the procurement is no longer active and interested parties should consider the opportunity withdrawn from consideration.
