About this opportunity

The New York State Office for People With Developmental Disabilities (OPWDD) is soliciting sealed bids for a comprehensive partial roof replacement and chimney reconstruction project located at 328 Buffalo Street in Gowanda, Erie County. The procurement involves a complete exterior renovation of a two-story residential facility, including removing existing roofing materials, installing a new 60-mil EPDM single-ply roof membrane, replacing roof joists, fascia, soffit, gutters, and reconstructing the chimney. Qualified contractors must carefully examine project drawings and specifications, attend mandatory site visits scheduled for April 21 and 23, 2025, at 10 AM, and submit comprehensive bid documentation. Bidders are required to provide a bid security deposit, vendor responsibility questionnaire, references, experience documentation, list of proposed subcontractors, detailed estimate, and proof of required insurances. The bid must be received by June 5, 2025, at 2:00 PM, with prevailing wage requirements in effect and mandatory registration with the New York State Department of Labor under Labor Law Section 220-i.

This procurement opportunity does not include any specific set-aside designations or subcontracting goals, with Minority Owned, Women Owned, Service-Disabled Veteran-Owned, and Disadvantaged Owned Business goals all set at 0%. No incumbent vendors have been identified for this project, and the contract term remains to be determined. The project will involve a roofing system with a 20-year manufacturer's warranty, using specific manufacturers like Carlisle Syntec for roofing membrane, GAF-Elk for asphalt shingles, and Huntsman Building Solutions for spray foam insulation. While a specific project budget is not explicitly stated, the bid security requirement of $6,700 suggests a substantial project value. Contractors must comply with New York State building codes and OPWDD regulations, providing all necessary labor, materials, and equipment to complete the comprehensive roof and chimney reconstruction work.
