About this opportunity
The City of Ocala is requesting bids on professional palm tree inoculation and canopy tree services under ITB REC/260749, with bids due August 13, 2026. Bidders must hold Florida Certified Arborist licensure and demonstrate a minimum of two years' experience in inoculation and Cambistat treatments — both are mandatory qualifications.
The scope encompasses oxytetracycline hydrochloride (OTC-HCI) inoculation treatments on 143 palm trees to prevent Lethal Bronzing Disease, administered quarterly at 5 milliliters per treatment, and Cambistat growth-regulation treatments on shade trees totaling 12,000 inches diameter at breast height (DBH) across City parks, public landscapes, downtown areas, the North Magnolia corridor, and the Ocala Golf Club. The vendor must perform a minimum of 90 percent of work with their own forces and provide treatment data in Windows-based Microsoft Office formats. Work shall occur during standard business hours (7:00 AM to 5:00 PM, Monday through Friday) with 48-hour advance notice required for work outside normal hours.
The contract term is three years with two optional one-year renewal periods. Price increases for renewal shall not exceed three percent annually unless supported by CPI-U documentation submitted 90 days prior to term end. Bidding is on a unit-price basis with award to the lowest responsive, responsible bid. The vendor must maintain Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate and Commercial Automotive Liability of $1,000,000 combined, plus Workers' Compensation per Florida statutory requirements. Current E-Verify registration and compliance with applicable Florida labor statutes are required. The City reserves the right to add or remove trees at established contract rates during the contract period. Addendum 1, issued July 7, 2026, clarified that palm sample collections will be conducted on an individual tree basis as needed rather than as batch collections, and Cambistat treatments will follow original scope specifications without modification.
