About this opportunity

Walton County, Florida (Board of County Commissioners) is requesting proposals for a comprehensive Parks and Recreation Master Plan and Recreation Impact Fee Methodology under RFP 26-22, with proposals due November 3, 2026, at 2:00 p.m.

Proposers must demonstrate direct, relevant experience through at least three comparable parks and recreation master planning engagements for local government clients within the past seven years, and must show specific capability in impact fee or development fee methodology development either in-house or through an identified sub-consultant. These qualifications are the primary eligibility filter.

The scope requires statutory and legal analysis of the county's current recreation fee structure; development of an alternative recreation impact fee methodology by planning area; SWOT analysis of the parks and recreation system; short-, intermediate-, and long-range management and facility development plans for four planning areas (North Walton, North Central Walton, South Central Walton, and South Walton); staffing needs assessment; identification of applicable state and federal funding programs; and a 20-year optimization plan. Public engagement must include a countywide survey, a minimum of four public workshops, at least one formal SWOT analysis session, and targeted outreach including county commissioner briefings and stakeholder workshops. The county has published a Parks Facility Inventory (baseline park data by location, type, amenity, acreage, condition, and utilization) and a planning area map to inform proposer cost estimates and scope definition.

The anticipated contract term is 12 to 18 months from execution through completion. Proposals are limited to 30 pages (excluding forms and resumes) and organized into five tabs: introduction letter, qualifications and relevant experience, references, required submittal forms, and fee schedule. Evaluation criteria are qualifications and relevant experience (35 points), project team and key personnel qualifications (25 points), and technical approach and work plan (40 points). Questions are due October 27, 2026, at 12:00 p.m. through the county's e-Procurement Portal. Submittals will be reviewed November 12, committee ranking November 19, and interviews are scheduled for December 1, 2026. Insurance requirements include workers compensation, general liability ($1,000,000 combined limit per occurrence), automobile liability ($300,000 combined single limit), and professional liability ($1,000,000 per occurrence and aggregate). Proposers must submit a Public Entity Crimes Sworn Statement, Drug Free Workplace Certification, Unauthorized Aliens Form, and proof of Florida Division of Corporations registration.
