About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, acting on behalf of the Department of Defense, Veterans and Emergency Management - Military Bureau, is issuing a Request for Quotations (RFQ) for parking area restriping and crack filling services at the Northern Maine Readiness Center (NMRC) in Presque Isle, Maine. The procurement seeks a contractor to restipe 90 parking spaces, multiple walkways, and no parking zones using white, yellow, black, blue, and green paints in compliance with State of Maine, City of Presque Isle, and ADA standards, including marking for standard spaces, handicapped accessible spaces, motorcycle parking, EV charging-only spaces, crosswalks, and no parking areas. The contract period of performance runs from June 1, 2026 through November 30, 2026, with all work to be coordinated with Kenneth Merrifield, Director of Building Control Operations, and performed during facility operating hours of 7:30 a.m. to 4:00 p.m. A mandatory pre-bid facility tour is scheduled for April 6, 2026 at 9:00 a.m., attendance at which is required for bid consideration; written questions must be submitted by April 9, 2026 at noon; and quotations must be submitted through the State's Vendor Self Service (VSS) system no later than April 15, 2026 at 4:00 p.m. Eastern Standard Time. Bids must include total cost quotations combining both striping and crack filling work in Excel format, product and warranty information for crack sealing and paint materials, company letterhead quote, bid cover page certification, and a disaster recovery plan. The State will evaluate bids on a best value basis, awarding to the lowest compliant bidder, though the State reserves discretion to reject the lowest bid if the bidder has documented poor performance or prior contract terminations within five years, and the contractor will be paid only for successfully completed work on a net 30 basis monthly after invoices are submitted following each billing cycle close.

The RFQ documents do not specify set-aside designations for disadvantaged enterprises or restrictions limiting the types of organizations eligible to respond. No incumbent vendor or current contractor is identified in the available procurement documents. The contractor is responsible for all materials, equipment, and facility damage, and must comply with federal background vetting requirements for all personnel; no more than 15% of work may be subcontracted. The State retains the right to authorize other state departments to utilize the resulting contract. Contractors will be required to contact the Program Administrator within 10 days of contract execution to schedule work completion dates, with Evaluation of Service Tours to occur within 72 hours of the contractor's stated completion date, and contractors will be afforded a two-week correction period to address any identified deficiencies. The procurement documents do not specify a budget range or award value for this contract opportunity.
