About this opportunity
The Town of Manchester, Connecticut is requesting sealed bids for parking lot reconstruction at Salters Pool (Bid No. 25/26-62) via its eProcurement Portal, with bids due July 23, 2026 at 2:00 p.m. and questions due July 20, 2026 at 4:00 p.m. This project is federally funded through CDBG and triggers Davis-Bacon prevailing wage, DBE participation, and FHWA compliance requirements — the primary qualification gates for bidders.
Scope encompasses full parking lot reconstruction at 123 Lydall Street including bituminous concrete pavement removal and replacement, subgrade formation, concrete sidewalks and ramps with ADA-compliant detectable warning tiles, extruded concrete curbing, storm drainage infrastructure with Cultec Model 300 HD leaching chambers, and landscape restoration. Work must conform to Superpave Design Level 2 HMA standards and Class F concrete specifications. A licensed Connecticut land surveyor must perform all construction staking. Construction must commence no earlier than August 27, 2026 and be completed within 50 working days thereafter, with a final deadline of November 30, 2026.
Prevailing wage rates effective June 4, 2026 apply under Connecticut General Statute 31-53, with classifications ranging from $22.20 to $67.52 per hour plus fringe benefits of $13.95 to $46.62 per hour. All workers, including owners and corporate officers, must be paid applicable rates. Contractors must submit OSHA 10 Hour Construction Safety and Health cards with the first certified payroll and comply with weekly Davis-Bacon payroll certification and federal labor standards interview (Form 1445) requirements. The Living Wage Ordinance (Manchester Code Chapter 212) applies unless bidders claim exemption for fewer than 25 employees, contracts under $25,000, or nonprofit status. Non-discrimination and affirmative action provisions mandate good faith efforts to employ minority and disadvantaged business enterprises.
Bidders must submit a 5% bid bond or certified check. The successful contractor shall furnish performance and labor/materials payment bonds, each equal to 100% of the contract price, within 10 business days of award. Insurance includes workers' compensation, commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million, and umbrella coverage of $1 million. The contractor obtains all permits at its expense. The Town reserves the right to reject any or all bids.
