About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Division of Natural Resources Law Enforcement, is requesting sealed quotes for design and construction of a new boat dock facility in Parkersburg under CRFQ 0310 DNR2700000004, with quotes due September 15, 2026, at 1:30 p.m. ET. Attendance at a mandatory pre-bid meeting and site visit on August 19, 2026, at 10:00 a.m. ET at the Blennerhassett Museum of Regional History in Parkersburg is required; failure to attend results in bid disqualification.

The scope encompasses marine construction on the Little Kanawha River near its confluence with the Ohio River, including surveying, site preparation, clearing and grubbing, riprap and anchor-block installation, floating-dock and stiff-arm components, electrical and lighting systems, crushed-stone base, erosion and sediment control, concrete sidewalk, and revegetation. Lump-sum pay items cover mobilization, demobilization, quality assurance and control testing (contractor-funded through an independent laboratory), and dock components; unit-price items address crushed stone and riprap measured by certified weight tickets. The contractor must obtain on-site fill materials and furnish construction schedules and daily and weekly progress reports. No separate borrow area is identified.

The contract runs 180 days from Notice to Proceed. Performance is at the Parkersburg jobsite. A valid bid bond equal to 5% of the bid amount is due with the proposal; performance and labor/material payment bonds each equal to 100% of contract value are required upon award. Liquidated damages are $250 per day beyond the 180-day deadline.

Bidders must hold a current West Virginia contractor's license, comply with Davis-Bacon wage rates and local labor-market hiring requirements (75% of employees from the local labor market), submit a notarized drug-free workplace affidavit, and carry Commercial General Liability and Automobile Liability insurance of $1 million and $500,000 per occurrence respectively. Work must comply with West Virginia domestic-steel, domestic-aluminum, and domestic-glass requirements for public works projects exceeding $50,000. Apparent successful bidders with subcontracts exceeding $25,000 must submit a detailed subcontractor list within one business day of bid opening. Award will be to the lowest qualified responsible bidder. Questions are due August 26, 2026, at 4:00 p.m. ET. CivilTECH Engineering, Inc., serves as architect; Mark E. Pennington, PE, is the Initial Decision Maker. Direct inquiries to Joseph E. Hager III, buyer, at (304) 558-2306 or joseph.e.hageriii@wv.gov.
