About this opportunity
The Town of Manchester, Connecticut, is seeking bids for the Park Improvements - Charter Oak Park West project (Bid No. 23/24-96), a comprehensive municipal infrastructure development located at 30 Charter Oak Street. The project involves constructing a 360' x 240' synthetic turf playing field, a 74-stall bituminous concrete parking lot, and associated site improvements. Key deliverables include excavation, grading, synthetic turf field installation with a resilient pad and field drainage system, bituminous concrete paving, concrete curbs and sidewalks, site lighting, storm drainage systems, timber rail, and turf establishment. Alternate bid items include LED sports lighting, a CMU block utility building, and aluminum bleachers. Bidders must be prequalified by the State of Connecticut with a SITEWORK classification and submit a current DAS Update (Bid) Statement. Sealed bids will be accepted electronically through the Town's eProcurement Portal until 2:00 pm on Wednesday, June 5, 2024, with a projected project completion timeline of 150 working days.
The procurement includes specific set-aside and participation requirements for disadvantaged businesses, mandating that a minimum of 25% of the state-funded contract be awarded to subcontractors holding current certification from the Connecticut Department of Administrative Services (DAS), including 25% with DAS-certified Small and Minority owned businesses. The project will require compliance with various federal and state regulations, including Davis-Bacon prevailing wage requirements, OSHA safety standards, and non-discrimination provisions. A 5% bid bond is required, and the state-funded portion of the project is estimated at $1,500,000. Contractors must also comply with extensive labor standards, including 10-hour OSHA Construction Safety and Health Course requirements for projects over $100,000, and provide certified payroll documentation. The town reserves the right to accept or reject any bid and has included specific requirements around worker safety, dust control, utility coordination, and environmental compliance, with potential enforcement actions for non-compliance.
