About this opportunity
Park City Municipal Corporation (PCMC) is requesting proposals for furnishing, installing, configuring, integrating, testing, and warranting Vehicle-to-Everything (V2X) communication equipment on its fixed-route and paratransit bus fleet, with proposals due October 1, 2026 at 3:00 PM MST via Utah Public Procurement Place (U3P). The project aims to improve transit safety and support traffic signal priority operations through vehicle data exchange between PCMC buses, roadway infrastructure, other equipped vehicles, and vulnerable road users.
PCMC operates approximately 42 buses across 12 routes; this initial deployment targets a minimum of 39 vehicles with potential future expansion at the agency's discretion. The contractor must supply all labor, materials, tools, and equipment; perform installation, systems integration, configuration, and testing; provide training and warranty support; and deliver project management and complete documentation. The project location is Park City Transit at 1053 Ironhorse Drive, Park City, Utah, with a project deadline of December 17, 2026.
Proposals are limited to 30 pages and will be evaluated on technical approach and V2X equipment proposed (30 points), vendor experience with V2X deployments (50 points), project management approach and fleet disruption minimization (15 points), cybersecurity (10 points), warranty of products and installation (10 points), and cost (20 points). Cost proposals must be itemized by services, V2X equipment, and total cost, submitted separately. The lowest-price offeror receives 100% of cost points; others receive points proportionally using the formula Cost Points = (Lowest Proposed Price / Proposed Price) × 100. Any contract with an aggregate cost exceeding $100,000 requires City Council approval. The selection committee may conduct interviews with highest-ranked respondents. Written questions are due September 18, 2026 at 4:00 PM MST. Proposals remain valid for 90 days after submission. The successful respondent must be authorized to do business in Utah and, if located within Park City limits, must possess a valid PCMC business license.
