About this opportunity

The County of Orange, OC Community Resources, is issuing Invitation for Bid (IFB #012-3043003-2-LS) for the procurement, delivery, and installation of outdoor furniture for the Mile Square Regional Park Adventure Play Area expansion in Fountain Valley, California. The solicitation requires the supply of 20 chairs, 10 benches with middle armrests, 7 waste receptacles with liners, 5 additional waste receptacle liners, and 3 modular gameboard tables, all of which must be new, unused, and manufactured to specified standards. All furniture items must feature modern metal slat design with Green Leaf semi-gloss powder coat finish for chairs, benches, and waste receptacles, while gaming tables must be constructed of precast or engineered concrete with integrated benches and a centered checkerboard pattern featuring 2-inch black and white tiles. The contractor must procure, deliver, and offload all items by June 1, 2026, to meet the scheduled ribbon-cutting ceremony in early fall 2026, with full assembly required upon delivery. Bidders must submit electronic proposals through the County's eProcurement portal at https://procurement.opengov.com/portal/ocgov by April 22, 2026, at 2:00 p.m., and must provide product data sheets, manufacturer drawings, minimum one-year commercial warranty documentation, color samples upon request, proof of California regulatory compliance, SAM.gov confirmation of no active exclusions, valid UEI number, active California Secretary of State registration, D-U-N-S number, federal taxpayer ID, active DOJ registration, proof of California contractor's license, references from at least three previous clients, certification regarding debarment, and completion of the Levine Act Campaign Contribution Disclosure Form. The County will award the contract to the lowest responsive, responsible bidder on a firm fixed-price basis for one year from execution, with no renewal unless approved by the County Board of Supervisors, and reserves the right to make multiple awards, reject bids, or cancel the solicitation entirely.

The County offers procurement preferences for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders, providing a five percent bid price deduction for those certified in either category and an eight percent deduction for businesses certified as both OCLSB and DVBE, not to exceed a maximum deduction of $100,000. Upon award, the selected contractor must submit insurance certificates demonstrating commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability coverage of $1,000,000 combined single limit, statutory workers' compensation coverage, and $1,000,000 in employers' liability insurance, along with a current W-9 form, within seven days of notification. The contractor is responsible for all transportation, handling, insurance, delivery, and offloading costs, and pricing must be submitted as firm, fixed prices for each line item separately, with no all-or-none bids accepted unless in the County's best interest. No price increases are permitted during the first year of the contract, and no substitutions are permitted without prior written County approval. Payment will be made in arrears within 30 days of invoice receipt and acceptance of goods by the County. The contract includes a cooperative program provision allowing other government entities to utilize the same terms and pricing, with a 2 percent administrative rebate due to the County on all subordinate contract sales, and bid validity is 365 days from the IFB closing date.
