About this opportunity

Dallas Independent School District (Dallas ISD) is seeking proposals for Park and Playground Equipment, Products, and Accessories through RFP #208297, with a district-wide scope covering approximately 156 school locations. The procurement aims to upgrade Pre-K and K-5 playground units by removing out-of-compliance equipment and replacing it with new standard equipment. Contractors will be responsible for comprehensive services including equipment removal, installation, grounds work, fall zones, ADA accommodations, concrete work, permits, and regulatory approvals. The project requires strict compliance with safety standards like the Consumer Product Safety Commission's Playground Safety Handbook and ASTM F1487-01 standards. Equipment specifications include galvanized support posts, rotational molded polyethylene slides, stainless steel hardware, and specific warranty provisions covering posts (lifetime), decks (15 years), and other components (10 years). The contract term is structured for three years with potential two one-year extensions, not to exceed five years total. Proposals are due by November 18, 2025, and the district will create a pre-approved pool of offerors from which they will solicit at least three quotes for specific playground projects.

The solicitation encourages participation from all vendors, including sole source providers, and emphasizes Minority and Women-Owned Business Enterprise (M/WBE) participation with an aspirational small business goal of 30% for goods and services. Vendors can earn up to 20 points for M/WBE participation, considering factors like commitment to the Small Business Office program, subcontractor references, and comprehensive compliance plans. The district accepts M/WBE certifications from multiple agencies, including the North Central Texas Regional Certification Agency and the State of Texas Historically Underutilized Business (HUB) program. Vendors must complete various compliance forms demonstrating their commitment to diversity and small business engagement. While specific budget ranges are not explicitly stated, the district will award contracts based on "best value" considering factors such as purchase price, vendor reputation, service quality, and alignment with district needs. The procurement is funded through local, state, federal, and grant-funded programs, providing flexibility in funding sources and potential project scope.
