About this opportunity

The Washington State Department of Corrections is requesting quotes and qualifications for parenteral products, services, and equipment to be supplied to eight correctional facilities across Washington state, with bids due October 7, 2026 at 4:00 PM PST and a pre-bid conference on September 23, 2026.

DOC encourages participation from small businesses (25%), minority-owned businesses (10%), women-owned businesses (6%), and veteran-owned businesses (5%), certified through appropriate state agencies. Bidders must comply with Chapter 39.19 RCW regarding minority and women-owned business utilization and an aspirational 5% Small and Diverse Business Goal. A Subcontractor Inclusion Plan requires prime contractors to identify and document qualified subcontractors, particularly minority-owned, women-owned, and disadvantaged businesses, where feasible and economically prudent.

The scope includes parenteral nutrition (TPN and PPN) solutions, intravenous solutions, and other parenteral products including controlled substances for medically necessary healthcare to incarcerated individuals as defined by the DOC Health Plan. Bidders must demonstrate documented experience preparing and delivering IV solutions, monitoring patient lab results, and the ability to adjust PN preparations. PN bags must be delivered within 24 hours of order with subsequent deliveries by 5:00 PM on the day needed; other parenteral products must be delivered within 8 hours for the first 24-hour supply. DOC will not pay for products delivered more than 24 hours after order.

Facilities span three regions: West (Stafford Creek and Washington Correction Center West), Central (Clallam Bay, Monroe Complex, and Washington Correction Center for Women), and East (Airway Heights, Coyote Ridge, and Washington State Penitentiary). DOC anticipates selecting multiple contractors and may award up to three bidders per region.

The initial contract term runs November 26, 2026 through June 30, 2030, with DOC retaining discretionary extension rights. Pricing must remain fixed throughout the initial two-year term. Minimum qualifications include Washington State business licensure and successful Washington State Patrol NCIC clearance for all employees providing services. All contractors must maintain specified insurance including Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($2 million per occurrence / aggregate), Business Automobile Liability ($1 million per occurrence / $2 million aggregate), and Cyber Liability ($2 million per occurrence / aggregate), naming DOC and the State of Washington as additional insureds. Questions are due September 22, 2026 for the pre-bid RSVP. Bid pricing is firm for 150 days following receipt.
