About this opportunity

Broward County is conducting a competitive solicitation for an open-end contract to procure Panasonic Toughbooks, peripherals, and accessories for the Office of Regional Communications and Technology (ORCAT), specifically targeting sixteen Fire Rescue agencies within the county. The procurement seeks an authorized reseller for Panasonic Toughbook hardware, with the current specification being the CF-338Y-02BM model featuring a 13th Gen Intel Processor, 4G/LTE multicarrier modem, dedicated GPS, WiFi 6E, and Bluetooth v5.3. Vendors must be authorized resellers for Panasonic and related brands including Havis, Cradlepoint, Lind, Mobile Mark, PCTEL, and Sierra/Semtech, and will be responsible for providing hardware, warranties, software licensing, peripherals, and installation services. The solicitation requires electronic submission through BPRO by October 14, 2025, at 2:00 p.m., with a designated period for vendors to submit questions through the platform. Evaluation will focus on lowest responsive, responsible bidder based on total bid price, with vendors required to complete comprehensive documentation including a Vendor Security Questionnaire, background checks, and various compliance certifications.

The solicitation does not specify specific set-aside designations or small business enterprise goals, making the opportunity open to qualified vendors meeting the technical and security requirements. Vendors must comply with extensive security protocols, including completing CJIS Security Addendums, background checks, and providing detailed security infrastructure information. The contract will have an initial one-year term with potential for four additional one-year renewals, contingent on vendor performance and county discretion. While no specific incumbent vendor is mentioned, the current deployment involves approximately 270 frontline vehicles across the sixteen Fire Rescue agencies. The procurement documents indicate no guaranteed minimum purchase quantity, suggesting an indefinite-quantity contract where Broward County agencies can purchase Panasonic products as needed. Vendors must demonstrate financial stability, provide three non-Broward County references, and be prepared to accept Visa credit card payments. Although no precise budget range is specified, the comprehensive technical requirements and multi-agency scope suggest a potentially significant contract value.
