About this opportunity

Palm Beach County Department of Environmental Resources Management is requesting sealed bids for reconstruction of a fixed dock facility at Old Bridge Park in Lake Worth Lagoon, with bids due August 27, 2026 at 2:00 p.m. (Project No. 2026ERM01). Because the project is partially funded through grants from the Florida Fish and Wildlife Conservation Commission and the Florida Inland Navigation District, Palm Beach County's local-preference, small-business-enterprise, and apprentice-incentive ordinances do not apply.

The scope encompasses demolition of three existing 14-inch square concrete piles; construction of a new fixed dock measuring 105 feet long by 25 feet wide (801 square feet overwater); installation of 24 new 14-inch square prestressed concrete piles with minimum 5-foot rock embedment; installation of black locust decking on wood framing; safety ladders; vertical rubber fenders; and concrete repairs to the existing bulkhead cap. The contract includes 14 lump-sum and unit-price bid items covering mobilization and demobilization, site restoration, turbidity-control monitoring, vibration and settlement monitoring, construction surveys, concrete repairs, pile removal and installation, timber framing and decking, railings, and hardware. All work must comply with the Florida Building Code 2023, ASCE 7-22, and ACI 318-19; concrete piles must achieve minimum 6,000 PSI 28-day compressive strength and meet FDOT Class-V specifications. The contractor must obtain pile-driving inspection and vibration monitoring by an independent geotechnical engineer and provide surveys sealed by Florida-registered professionals. Construction is restricted to 8:00 a.m. to 6:00 p.m. on weekdays, excluding County holidays. All vessels must operate at idle speed/no-wake status.

The Engineer's Estimate is $309,490 over a 180-calendar-day contract term from the Notice to Proceed. Bid bond of 5% of the proposed contract price is due at submission; the successful bidder must furnish a public construction bond equal to 100% of contract value within 14 days of Notice of Intent to Award. Liquidated damages are assessed at $825 per calendar day. The non-mandatory pre-bid meeting was held August 12, 2026; written questions were due August 20. Addendum #2 has been issued and must be acknowledged by all bidders. The project has received FDEP permit exemption (August 5, 2026) and federal authorization under SPGP VI-R1 through July 31, 2031. All bidders and identified subcontractors must be properly licensed and certified in Florida; no exceptions are specified. Award is subject to a five-business-day protest period before Board of County Commissioners approval.
