About this opportunity

The Village of Palatine, Illinois Department of Public Works is requesting qualifications for Phase III Construction Engineering Services on the Palatine Road at Rohlwing Road Roadway Widening and Resurfacing project, with qualifications due October 6, 2026 at 5:00 PM CST. Respondent firms and their subconsultants must be prequalified by IDOT for Special Services-Construction Inspection, and prevailing wage rates per the Illinois Prevailing Wage Act are mandatory — both are eligibility gates.

The scope includes pre-construction activities, construction layout, as-built surveys, utility coordination and conflict resolution, resident engineering services, material testing and inspection, pay estimate submittals, change orders, and record preparation. Quality Assurance oversight and Contractors Quality Control must be performed by the respondent or a subconsultant. The firm must provide all necessary vehicles and equipment. The roadway project itself will implement a channelized left turn lane, traffic signal modernization, ADA ramp improvements, storm sewer modernization, and replacement of existing sidewalk with a 10-foot wide side path. Construction Engineering Services will be required from bid letting through final project acceptance; anticipated bid letting is January 2027.

The project is funded in part with federal Surface Transportation Program funding and will be let and administered by IDOT, subject to all IDOT and FHWA policies and procedures for federal aid projects.

Evaluation is weighted across six criteria: Technical Approach (20%), Firm Experience (20%), Staff Capabilities (25%), Specialized Expertise (10%), Work Load Capacity (10%), and Past Performance (15%). The Village will select no fewer than three qualified professionals for interviews and potential negotiations, then negotiate a contract with the highest-ranked firm on compensation deemed fair and reasonable. Three references from similar work within the last twelve months are required. Questions are due September 30, 2026, with responses posted by October 2, 2026. Contract approval is expected in December 2026, with notice to proceed anticipated January 2027.
