About this opportunity
Eastern Suffolk BOCES (ESBOCES) is soliciting bids for painting services through Bid #2025-012-0417R, covering multiple geographic zones in Suffolk County, New York. The procurement is a time and materials contract for on-call painting and maintenance services, explicitly excluding construction or capital improvement projects. Qualified vendors must have a minimum of five years of continuous painting experience and demonstrate the ability to provide emergency repair services within two hours and non-emergency services within two work days. The contract will run from June 1, 2025 to May 31, 2026, with potential extensions for four additional one-year terms. Bidders must submit a $100 bid security and be prepared to provide a $75,000 performance bond. The bid is geographically divided into five zones: South Fork, North Fork, Shelter Island, Central Suffolk, and Western Suffolk, with vendors able to submit proposals for one or multiple zones. The bid opening is scheduled for April 17, 2025 at 11:00 a.m., and vendors will be evaluated based on their hourly rates for mechanics and apprentices, percentage markup for materials, and ability to meet prevailing wage requirements.
The contract does not explicitly outline specific set-aside designations for disadvantaged enterprises. Vendors must comply with various regulatory requirements, including the Iran Divestment Act and prevailing wage standards. The contract allows for potential annual price increases tied to the Consumer Price Index (CPI-U), not to exceed 2% if CPI is under 5% or 4% if CPI is 5% or higher. Insurance requirements are stringent, mandating commercial general liability insurance of $1,000,000 per occurrence with a $2,000,000 aggregate, automobile liability of $1,000,000, and excess liability of $5,000,000. Vendors must secure insurance from an A.M. Best A- rated or better insurer licensed in New York State. While specific budget ranges are not explicitly detailed, the time and materials structure suggests flexibility in contract value based on actual service needs. Vendors will be required to provide detailed usage reports and maintain comprehensive documentation for material reimbursements, with all work subject to prevailing wage rate compliance.
