About this opportunity

Orlando Utilities Commission is requesting competitive proposals for pad-mount switchgear under RFP PR9454, with proposals due September 11, 2026. The procurement seeks qualified and authorized suppliers — a capability and authorization filter central to evaluation.

The scope covers pad-mounted switchgear equipment in two voltage classes (15 kV and 25 kV) across multiple configurations (Types 4, 5, 6, 9, 10, 11, 12, and 13). Equipment types include live-front padmount switches (PMH series), dead-front padmount switches (PME series), and source-transfer switches, with ratings from 200 amperes to 600 amperes continuous. All switchgear must be factory-assembled, tested, and certified with manufacturer test reports provided on request. Enclosures must be constructed of minimum 11-gauge hot-rolled steel sheet finished in olive green with corrosion-resistant undercoating, or optional 12-gauge 304L stainless steel. All fastening must be nut-and-bolt or welded; no rivets permitted. Compliance with IEEE Standard 27, ANSI Standards C37.20 and C57.12.28, and NEMA Standard SG.5 is mandatory. Safety features include deadfront design, removable barriers, padlocking capability, full fault-duty grounding, and ANSI Z535–compliant warning signage. Cable entrance is from the bottom, adaptable for padmount terminations or stress cones.

Optional features available for pricing include stainless steel enclosures, fuse storage provisions, fault indicator provisions with or without viewing windows, alternate fuse handling mechanisms, enhanced ventilation, bilingual labeling, and base spacers. Lead times range from 1 to 17 days depending on model and configuration. Bidders must submit overall physical dimensions with proposals and final shop drawings within thirty days of purchase order award. Award will be made on best value combining price, technical merit, and supplier qualifications. OUC indicates it may select multiple suppliers.
