About this file
This Addendum No. 1 to RFP PR9454 is issued by Orlando Utilities Commission (OUC), a Florida-based utility provider, addressing clarifications and questions submitted by prospective proposers regarding pad-mount switchgear equipment. The addendum clarifies two key technical specifications: (1) alternative fuse bay door operating mechanisms are acceptable as substitutes for the S&C TransFuser operating mechanism provided they deliver equivalent performance, safety, and operational functionality, with no additional specific performance or ergonomic criteria required beyond these equivalencies; and (2) both the PME-10 (Drawing No. 015-07095) and PME-9 (Drawing No. 015-07096) configurations include 6-inch base spacer requirements, clarifying that the PME-10 specification was not an oversight. All proposals must be submitted no later than 2:00 p.m. Local Time on September 11, 2026, via Vendorlink submission, and proposers must acknowledge receipt of Addendum No. 1 in their bid submission or risk having their proposal deemed non-responsive.
The addendum emphasizes that except for the specific clarifications provided, the original RFP PR9454 solicitation terms remain unchanged. Prospective suppliers are further advised that no communication regarding this RFP is permitted between suppliers, their employees, or subcontractors and OUC personnel other than the designated buyer of record. This addendum serves to ensure all prospective proposers have consistent information and technical clarification prior to the September 11, 2026 deadline.

To: All Prospective Proposers From: Maria Cabreja, Supply Chain & Logistics Supervisor Subject: Addendum No. 1 RFP PR9454 Pad-mount Switchgear
The purpose of this Addendum is to address clarifications and questions in response to the subject solicitation.
Questions:
Question 1.
Please clarify the following: • Are alternative fuse bay door operating mechanisms acceptable provided they deliver equivalent performance, safety, and operational functionality? The spec calls for "S&C TransFuser operating mechanism" • If alternatives are acceptable, are there any specific performance, operational, or ergonomic criteria that must be met for approval?
Response 1.
Yes, alternative fuse bay door operating mechanisms are acceptable provided they deliver equivalent performance, safety, and operational functionality. No additional alternative fuse bay door requirements are needed.
Question 2.
PME-10 (Drawing No. 017-07095) Base Spacer Requirement During our review, we noted that the PME-10 (No. 017-07095) does not specify or require a 6-inch base spacer, whereas the PME-9 configuration explicitly includes this requirement. We would appreciate clarification on the following: • Is the omission of the 6-inch base spacer requirement on the PME-10 intentional, or is it a drafting oversight? • If intentional, would OUC consider acceptance of shorter bushing heights utilizing an integrated spacer design?
Response 2.
Both PME-10 (15kV_017-07095) and PME-9 (15kV_017-07096) have 6” base spacers.
Reminder:
Bids are due no later than 2:00 p.m. Local Time on September 11, 2026 via Vendorlink submission.
Your proposal response must acknowledge Addendum No. 1 was received or your bid may be considered non-responsive. In other respects, except as specifically stated above, the subject request for Proposal remains unchanged.
Note:
There shall be no communication between the supplier, their employees or subcontractors concerning this RFP to anyone within OUC except the buyer of record.
