About this opportunity
The State of Hawaii Department of Transportation Harbors Division is requesting bids for electrical upgrade and standardization at Kahului Pier 1 in Maui County under project P30253, with proposals due August 31, 2026 at 2:00 p.m. Hawaii Standard Time. Bidders must hold a valid State of Hawaii General Engineering "A" or General Building "B" license at the time of bidding, and a minimum of 80 percent of the workforce must consist of Hawaii residents — a material eligibility and labor constraint. A five percent bid adjustment is available for bidders that are parties to apprenticeship agreements under Hawaii Revised Statutes Chapter 103-55.6.
The scope consists of removal and replacement of existing electrical equipment, conductors, and conduit; installation of new concrete-encased conduit and conductors to serve existing high mast pole lights; and upgrades to distribution panels and transformers to accommodate the existing photovoltaic system. Work includes mobilization and demobilization, site work, trenching, backfilling, asphalt pavement repair, permits, testing, and demolition. The electrical system must comply with National Electrical Code and Maui County building, fire, and electrical codes. Key equipment includes three MECO meters, multiple distribution panels, three transformers (45 KVA, 15 KVA, and 45 KVA), and a new 600-ampere distribution panel. The contractor must verify existing conditions, coordinate service outages with the construction manager and owner, and deliver certificates of completion and inspection upon project conclusion.
The estimated construction cost is $3.1 million. Bid security equal to at least five percent of the base bid and additive alternates is required. Mobilization is capped at six percent of all items excluding mobilization, with 60 percent payable upon completion of mobilization and 40 percent upon demobilization. All personnel must hold transportation worker identification credentials (TWIC) and comply with harbor security requirements.
A virtual pre-bid conference was held July 15, 2026 at 9:00 a.m., with an optional site visit on July 21 from 11:00 a.m. to 1:00 p.m. RFI questions and substitution requests were due August 5, 2026 at 2:00 p.m. The engineer of record is WSP, Honolulu. Project contact: Jonathan Yee, (808) 587-1956 or jonathan.sw.yee@hawaii.gov.
