About this opportunity

The California Office of Energy Infrastructure Safety has issued a Request for Qualifications (RFQ #24-033680) to establish a list of qualified Independent Evaluators (IEs) to review and assess electrical corporations' compliance with their Wildfire Mitigation Plans across multiple jurisdictions including Sacramento County and San Diego City. The IEs will be responsible for comprehensive tasks including project team management, verification of wildfire mitigation plan initiatives, funding verification, and validation of quality assurance programs. Qualified candidates must possess California electrical engineering licensure, qualified electrical worker certifications, and demonstrated experience in assessing electrical infrastructure safety. The evaluation process uses a rating scale of 0-2 points across multiple criteria, with a minimum cumulative rating of 15 points required for consideration. Key dates include a virtual bidders' meeting on December 23, 2024, at 2 p.m. Pacific Time, with qualifications responses due by January 5, 2025, at 5:00 PM PST. Selected IEs will work with nine California electrical corporations ranging from small utilities serving 25,000 customers to large ones serving 16 million customers, with annual compliance reports due by July 1, 2025.

The procurement encourages Small Business and Disabled Veteran Business Enterprise participation, though these are not mandatory requirements. While no specific pricing information is required in the qualifications response, electrical corporations will be solely responsible for the costs of contracting with and supporting the work of the Independent Evaluators. The opportunity spans a diverse range of electrical infrastructure, with potential work involving utilities of varying sizes and complexity. No specific incumbent vendor is mentioned, and the contract appears to be establishing a pool of qualified evaluators rather than awarding to a single vendor. While no explicit budget is provided for individual evaluator contracts, the scope suggests a comprehensive assessment process involving statistical sampling, field verifications, and detailed reporting across multiple electrical corporations. The evaluation will involve assessing initiatives across various categories, with a focus on risk reduction, funding compliance, and quality assurance program validation.
