About this file
This is an Independent Evaluator Transmittal Letter template from the Office of Energy Infrastructure Safety (Energy Safety) for electrical corporations seeking qualified independent evaluators for Wildfire Mitigation Plan assessments. The document outlines the commitment requirements for firms applying to be listed as qualified independent evaluators under California Public Utilities Code section 8386.3. The work involves conducting assessments in compliance with the 2024 Energy Safety Compliance Guidelines and the expectations set forth in the Scope of Work section of the Request for Qualifications.
The document specifies that being listed as a qualified evaluator does not guarantee future work assignments. Firms must commit to maintaining a qualified project manager and technical team throughout the enlistment period, with any staff substitutions requiring advance approval from Energy Safety. The template includes spaces for the firm name, signature, date, name, and title of the authorized representative.

OFFICE OF ENERGY INFRASTRUCTURE SAFETY
Official Independent Evaluator Transmittal Letter
FOR APPLICANT USE ONLY
[Please include the requested cover letter content here as well as the agreement language exactly as provided below with signature.]
By submitting this Statement of Qualifications, the Firm, _____________________, commits that, if listed as a qualified independent evaluator and subsequently contracted by an electrical corporation, it will perform the assessment as outlined by the California Public Utilities Code section 8386.3, under the oversight of the Office of Energy Infrastructure Safety (Energy Safety), and in compliance with the 2024 Energy Safety Compliance Guidelines.
The Firm, _____________________, commits to conducting the assessment in alignment with the expectations set forth in the Scope of Work (Request for Qualifications, Section 3), and understands that failure to meet these expectations may result in not being selected as a qualified independent evaluator in future Wildfire Mitigation Plan independent evaluator cycles. The Firm also understands that the Statement of Qualifications is not a guarantee for placement on the Energy Safety’s independent evaluator list and that the Energy Safety does not guarantee work as a result of listing an Applicant on the independent evaluator list.
The Firm, _____________________, will ensure that a well-qualified project manager and supporting technical team will be available to perform work at various times during the term of the independent evaluator enlistment period and subsequent electrical corporation agreements, and that substitution of staff will only be done when absolutely necessary due to a change in employment status (or similar) and must be approved in advance by Energy Safety.
