About this opportunity

The California Department of Fish and Wildlife is soliciting bids for a comprehensive Fish Raceway Refurbishment project located at the Kern River Hatchery in Kern County, California. The project requires a Class A contractor to demolish existing fish raceways, construct new raceways, install six 15-foot diameter fiberglass tanks with piping, and perform various site improvements. Key deliverables include constructing new concrete raceways, installing aluminum fish screens, creating ADA-compliant walkways and parking areas, and implementing water control structures. Mandatory pre-bid walkthroughs were scheduled on May 9 and May 10, 2016, with bidders required to attend at least one session. The bid opening was set for June 1, 2016, at 2:00 PM, with a contract duration of 100 working days from the notice to proceed and proposed start date of August 28, 2016. The estimated project cost is $700,000, and the work involves specialized fish culture equipment installation, concrete work, and water system modifications.

The procurement includes several set-aside and preference provisions designed to support small and disadvantaged businesses. There is a mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement, with potential incentives for exceeding this threshold. Small businesses can receive a 5% preference by submitting a completed STD 811 form and subcontracting at least 25% of work to certified small businesses. Contractors must be registered with the Department of Industrial Relations and provide payment and performance bonds. Bid evaluation will consider both the base bid and an additive bid item for constructing a flume raceway system, with the potential for contingencies ranging from 0-10% at the engineer's discretion. In case of tie bids, the winner will be determined by a coin toss. All bidders must comply with prevailing wage requirements, California building codes, and provide appropriate insurance coverage.
